Senior Vice President of Public Policy & Government Relations

The Senior Vice President (SVP) of Policy and Government Affairs organizes the work, and is

responsible for the effectiveness, of the Alliance’s Policy Department. The portfolio includes

comprehensive regulatory engagement with the Executive Branch, legislative engagement with

Congress, and coalition engagement with partners. The SVP provides strategic thought leadership on policy positions and tactics, supports policy-related development and program goals, and is accountable for the Alliance’s policy and advocacy operations and goals. The SVP is a member of the Executive Leadership Team and contributes to the overall direction and impact of the organization in all its functions. This position directly

reports to the President/CEO and currently manages one staff position, the Director of Public Policy and Government Relations.


Responsibilities include, but are not limited to:

• Lead the public policy, government relations, and advocacy strategies of the Alliance

• Lead the preparation and dissemination of reports, public comments, and other materials

addressing the Alliance’s priority policy issues

• Represent the organization’s interests on Capitol Hill and the Executive Branch

• Serve as a spokesperson for the organization in media and external speaking engagements

• Serve on public and private external bodies such as coalitions, boards, and steering

committees

• Serve as staff lead for the policy making process and other activities conducted by the Board of Directors and its Policy Committee

• Manage vendor contracts to increase the impact and productivity of the Alliance’s policy

portfolio

• Supervise and support members of the Policy Team

• Advise the President/CEO and Executive Leadership Team on key policy issues and actions

• Work with the Development department to cultivate support for our policy and advocacy

work

• Co-lead collaboration among Alliance departments in Health Education, Development, and

Communications, with Public Policy

• Develop and manage budgets for the department and policy projects

• Travel 15 – 25% of the time, including occasional weekends


Requirements:

• Robust knowledge of and experience with analyzing/advancing health care policy, including

regulatory issues at CMS and/or the FDA and federal legislation

• Ability to register as a federal lobbyist

• Minimum of 10 years of experience in government relations and/or public policy; non-profit

health sector experience preferred

• Bachelor’s degree in political science, public policy, law or a related field—or equivalent

experience

• Excellent interpersonal, verbal, and written communication skills

• Significant experience with public speaking preferred—press training will be provided

• Experience managing both seasoned professionals and those new to the workforce, or new to the content area of the team

• Ability to delegate effectively and ensure quality and quantity of teamwork in a timely manner

• Strong organizational, project, and coalition management skills

• Demonstrated track record of leadership decision-making, problem-solving, collaboration and the ability to pivot when the situation requires it

• Superior interpersonal, presentation, and written, and verbal communication skills

• Strong organizational and resource management skills, including the ability to prioritize and

handle multiple simultaneous priorities

• Experience with managing a 501(c)(4) tax-exempt organization is preferred, but not

required

• Creativity, enthusiasm, and the willingness to be hands-on

• Flexibility and openness to new ideas and approaches, and interest in learning from

peers/colleagues

• Proficiency in Microsoft Office applications

• Must be authorized to work in the United States

• We are looking for candidates living in the greater DMV. While the job can be conducted remotely for much of the time, it requires attendance at monthly staff meetings, bi-annual board meetings, the Alliance’s annual event, and frequent policy, advocacy, and Hill meetings.

Base salary range $170K - $185K. Salary commensurate with experience.
