Summary
This position is located in the Executive Office of the President (EOP), Office of Management and Budget (OMB), Office of Information and Regulatory Affairs (OIRA). The incumbent serves as a policy analyst, responsible for providing analysis on government policies within the areas assigned. This position is considered developmental level; as such the incumbent is provided with increasingly more complex assignments and responsibilities in performance of duties.
Duties
As a Policy Analyst, GS-0301-11/12/13/14/15, your typical work assignments may include the following:
Guiding agencies in meeting the privacy requirements established in Federal law and ensuring that personally identifiable information is appropriately handled across Executive Branch programs and services.
Developing and presenting privacy policy recommendations to higher-level decision makers.
Developing and drafting government-wide guidance documents and materials to interpret law and establish privacy policies.
Supporting Federal agencies in the implementation of privacy law and guidance, including by providing assistance and clarification where needed and by supporting the work of the Federal Privacy Council to improve privacy practices.
Overseeing agency implementation of Executive Branch privacy policy.
Collaborating with senior staff in the preparation of position papers, briefing materials, etc.
Reviewing and evaluating agency privacy programs, including privacy program plans, breach response plans, privacy policies, and privacy compliance documentation (e.g., Privacy Act system of records notices, computer matching notices, Privacy Act statements, Privacy Act implementation and exemption regulations).
Reviewing agency regulatory, policy, and legislative proposals, and other materials that impact individual privacy in the handling of personally identifiable information for alignment with OMB policies.
Developing and executing oversight processes.
Ensuring that Executive Branch policies, products, and initiatives are consistent with OMB privacy and related information policies.
Reviewing, analyzing, and providing recommendations on proposed Executive Branch products and communications with privacy implications, including national-level directives, Executive Orders, guidance, policy statements, regulations, reports, and Executive Branch correspondence.
Reviewing, analyzing, developing, monitoring, and providing technical assistance on legislative proposals and testimony that implicate privacy policy.
Providing written and oral recommendations to OIRA and OMB leadership in the development of policy positions and statements on matters that have privacy implications.
Providing critical advice to OIRA and OMB leadership and to others across the EOP to ensure Administration initiatives are implemented in compliance with OMB privacy policy and related information policy requirements.
Coordinating agency and OMB positions on privacy policy and related information policy issues, including matters related to data governance, records management, and access to government information.
