Senior Policy Analyst

The Senior Policy Analyst will be a subject matter expert for technical projects within the energy efficiency Technical Services group. This role will be responsible for reviewing, interpreting and educating stakeholders on technical and policy information integral to RHA programs and deliverables. The position requires depth and diversity of skills in the areas of building science, federal, state and local policy, construction materials and practices, and building codes and standards. The position requires a high level of personal autonomy, outstanding written and verbal communication, and the flexibility to transfer between being an individual contributor and project supervisor overseeing a cross-functional team.

This position is fully remote but must live in California to be considered.

Essential Functions:

  • Develop subject matter expertise in published energy and building codes and standards, construction materials and practices, and associated policies related to residential energy efficiency, decarbonization and renewable energy programs, with an emphasis on those supporting underserved populations
  • Research, organize and summarize relevant federal and state legislation, regulatory policies and related program policies in support of RHA’s portfolio of programs
  • Research, document and summarize relevant program guidance from clients and regulatory agencies. Educate internal stakeholders on implications to program implementation
  • Provide input in the designing, development, and training on client program policies, standards and procedures based on changes to legislation, codes and standards and related policies.
  • Respond to technical questions from RHA internal departments, weatherization crews, trainers, and clients
  • Represent RHA Technical Services in client meetings and as appropriate industry events or committees
  • Make recommendations to program technical and administrative staff related to policy or regulatory changes
  • Develop, review, and approve technical manuals based on relevant industry standards
  • Assist in the development of curriculum and program materials
  • Other duties as assigned


Minimum Requirements:

  • Four years of experience in residential weatherization retrofits and/or working in energy efficiency programs
  • Familiarity with relevant building codes, energy codes and standards organizations
  • Some knowledge of construction materials and techniques with an emphasis on building performance and/or energy efficiency
  • Ability to interpret legislative language, policy documents and other regulatory proceedings
  • Periodic travel to meet with clients/customers in the assigned region; some overnight stays will be required
  • Ability to work evenings and weekends on occasion
  • Competency in data analytics and reporting.


Preferred Qualifications:

  • Field experience in residential or non-residential construction, with an emphasis on installing building energy retrofits measures


Pay Range: $87,000 to $95,000 annually DOE
