 JOB SUMMARY 

The Law Enforcement  Agency Representative supports and manages relationships, negotiations, and agreements with Federal, State, Tribal, and County Law Enforcement agencies in support of Black Rock City’s annual permits and contracts. This role advises and works closely with Event Operations and Legal, and works with outside contractors. The Law Enforcement Agency Representative drafts reports and internal and external communications, conducts research, manages sensitive data, and has access to highly confidential information. In Black Rock City, the Law Enforcement  Agency Representative works to ensure smooth communications and coordination with Law Enforcement entities and Event Operations, and plays an important role in emergency incident response. Excellent judgment, discretion, and initiative are required.

This is a temporary, part-time, ineligible for benefits role, located in Reno, Nevada.

DUTIES & ESSENTIAL JOB FUNCTIONS

  • Work closely with Government Affairs and Event Operations to help achieve wider strategic goals for Black Rock City in terms of law enforcement operations and related public safety issues.
  • Establish and maintain strong relationships with law enforcement agencies, officers, and officials; support and conduct negotiations with law enforcement agencies.
  • Work closely with the Black Rock City Ranger Department and other Burning Man departments to provide a law enforcement perspective in strategic planning and protocol review.
  • Participate in Black Rock City unified command and emergency incident response.
  • Work with contractors, volunteers, and other stakeholders as needed to support law enforcement and Burning Man’s operational goals. 
  • Attend meetings as needed in Reno, Gerlach, and other locations in Northern Nevada and San Francisco.  
  • Help coordinate resource needs in Gerlach and Black Rock City for Pershing County Sheriff’s Office and Bureau of Land Management law enforcement.
  • Participate in event planning and debrief meetings.
  • Collect data, write reports, and follow up on specific incidents, including requests from law enforcement officials; contribute to the After Action Review.
  • Manage law enforcement feedback .
  • Help ensure permit compliance.
  • Draft and review letters, contracts, and correspondence with law enforcement agencies.
  • Support the development of the annual Black Rock City Operations Plan. 
  • Special projects as assigned

  • Documentation - Drives the creation, publishing, and maintenance of process documentation related to assigned duties.
  • Teaching – Takes a leadership role in the acculturation and training of staff. Teaches live or e-learning classes, as requested. Promotes a culture of teaching and learning throughout the community.
  • Mentoring - Mentors subordinates in acquiring the knowledge, skills, and experience that will allow them to advance in the organization. Aids, encourages, and inspires their team.
  • Training development - Collaborates with the education team to develop training materials in their area of expertise, as requested.
  • Learning – Pursues ongoing learning in their area of expertise, working to stay current on emergent knowledge, skills, and processes. Participates in conferences, forums, and networking events, where appropriate.
  • Speaking – Represents Burning Man as a subject matter expert and culture-bearer, as requested.

 

QUALIFICATIONS

Required

  • Ten years experience in public safety, including working with government agencies, law enforcement, and public officials - strong preference for Nevada experience
  • Five years experience with public safety regulations, logistics & permitting 
  • Direct experience in emergency management and response
  • Contract management and negotiations
  • Proven track record of multifaceted internal and external relationship management 
  • Strategic thinker with strong record of problem-solving, creative solutions, and successful negotiations
  • Exceptional written and verbal communication skills
  • Detail oriented with very strong organizational skills and a proven ability to manage multiple projects simultaneously while meeting deadlines
  • Excellent discretion and professionalism; uphold high standards of confidentiality
  • Ability to travel for meetings as necessary

 

Preferred

  • Experience going to and/or working in Black Rock City
  • Experience within the public safety realm at Black Rock City
  • Experience working with, managing, and motivating volunteer teams

 

Knowledge, Skills, and Abilities

  • Experience writing and reading reports, forms, records, and comparable data
  • Experience with the Google Suite, Zoom, and comfort learning new technologies.

COMPENSATION:
 

Individual compensation decisions are dependent on a variety of factors, including prior experience and geographical location. The anticipated pay rate for this position is $65,000 - $90,000 annually given the part-time nature of the role.
 

 

PHYSICAL REQUIREMENTS/WORK ENVIRONMENT

  • Off-playa:  Work is primarily sedentary in nature, no special demands are required. 
  • On-playa: Work involves standing, walking, driving, and executing logistics in harsh desert conditions including extreme heat, intense sun, high wind, and storms of fine alkaline dust.
