SUMMARY:

The Senior Associate Director assists the Program Director in the overall leadership and management of the Democracy Program (DP) operations and strategy as well as designing, implementing, and evaluating the program's mission and strategy across multiple initiatives. Serving as a deputy to the Director, the Senior Associate Director is expected to serve as DP Officer-in-Charge and/or as Acting DP Director, as needed. In addition, working under the overall supervision of the Program Director, the Senior Associate Director manages program projects, including designing, overseeing implementation of, and evaluating projects, as well as supervising key personnel. The position serves as senior-level DP representative on democracy and elections programming and liaison to other Carter Center departments and to external organizations and contacts. Tasks include project development, grant development, budget planning, leading and/or participating in field missions, project/program promotion, report production, and networking. Will supervise staff, interns and/or volunteers. Due to the travel locations, Hostile Environment Awareness Training (HEAT) will be required.

FORMAL JOB DESCRIPTION:
  • Assumes a senior role in the planning, development, and implementation of various aspects of a complex global program.
  • Serves as a liaison and key spokesperson to various committees and organizations.
  • Leads policy formulation, strategy development, and management of daily operations.
  • Collaborates with representatives from private, government, and international agencies to design, implement and/or evaluate program-related projects and strategies that effectively address the public needs associated with the program.
  • Conducts research, designs new initiatives, and writes publishable articles and papers.
  • May write grant proposals, and prepare/present associated reports to funding organizations and to clients.
  • May engage in fundraising initiatives on behalf of the program.
  • May oversee the annual budget and other financial aspects of the program.
  • May supervise staff.
  • Performs related responsibilities as required.
MINIMUM QUALIFICATIONS:
  • Master's degree in a field related to the program and seven years of professional experience related to the program and previous supervisory and program/project management experience, or equivalent combination of experience, education, and training.
PREFERRED QUALIFICATIONS:
  • Post-graduate degree in international studies, political science, public policy or related field, or JD.
  • Minimum of ten years of experience in democratic development.
  • The Senior Associate Director should be detailed-oriented, well-organized, and proactive on follow-up.
  • A positive attitude is essential. Strong writing and communication skills, and facility with computers a must.
  • Foreign language (preferably French, Spanish, and/or Arabic) and prior living and/or work experience in Africa, Asia, or the Middle East desired.
  • Previous experience as a senior manager in international donor-funded projects is required.
  • Experience managing multiple, complex workstreams is highly preferred
  • Previous experience leading multi-country/multi-state teams in complex environments using politically aware and adaptive approaches is preferred.
  • Strong knowledge of NGOs and project-based fundraising, experience with multiple bilateral and multilateral donors, and a high level of proficiency using tools that enable productive teams in hybrid/online environment is preferred.
  • Prior TCC experience is preferred.

NOTE: This role will be granted the opportunity to work from home regularly but must be able to commute to The Carter Center on a flexible weekly schedule based upon business needs. Schedule is based on agreed upon guidelines. All non-exempt employees must reside within the state of Georgia.
