Overview
Montech Inc. is seeking a NEPA Policy Researcher to join our Policy Review Support Services team at the Division of Environmental Services and Cultural Resources Management (DESCRM) office under the Department of the Interior (DOI), Bureau of Indian Affairs (BIA), Indian Affairs (IA). Tasks include the review and updating of various national policies and procedures regarding environmental compliance and Tribal trust asset management. The candidate should be well versed with the National Environmental Policy Act (NEPA) and have a broad understanding of Tribal trust asset management regulations as well as the methodologies associated with policy development, stakeholder coordination and implementation.
Scope of Work
Review and update various policies and procedures used by Indian Affairs (e.g., policies identified in Indian Affairs Manual Part 59 and the Indian Affairs National Environmental Policy Act Guidebook). Specific tasks will include:
- Conduct thorough reviews of various Indian Affairs policies and procedures
- Identify areas that require updates and revisions
- Develop and draft new policies and procedures
- Provide recommendations for best practices and innovative measures to improve policies and procedures.
- Assist in distribution and solicitation of notices for comments on draft documents from interested stakeholders
- Assist with response and incorporation of comments received into draft policy documents
- Provide guidance on implementation of new policies and procedures to relevant departments and agencies within the federal government
- Provide training plans, resources and PowerPoint presentations that IA can utilize to train relevant personnel on the updated policies and procedures
Functional Responsibilities as an NEPA Policy Researcher:
- Assist team in the development of the Data-to-Action reports, supplemental data collection, survey administration, and creation of the database shell
- Perform analysis of requirements and supports recommended development of strategies
- Assist in the development of strategic plans and concepts
- Coordinate and manage the preparation of analysis, evaluations, and recommendations for proper implementation of programs and systems specifications in the areas of risk management; life-life cycle management; policy development, methodologies, and modeling in the functional areas being addressed.
- Plans, schedule and conduct, through their analysis and those of others they coordinate with, throughout all phases of the project(s).
Place of Performance
The NEPA Policy Researcher will perform work from a professional home office/remote work location. Physical attendance at technical meetings and site visits may be required from time to time.
Hours of Operation
The NEPA Policy Researcher is expected to perform during the core hours of 8:00 AM to 5:00 PM EDT, Monday - Friday, except for Federal Government holidays, with an allowance for a one-hour lunch period each day. The timeframe can be altered, pending approval from the government, as needed. Overtime is not authorized.
Travel
Travel is required, and the NEPA Policy Researcher shall adhere to approved travel policies, which is expected to be closely aligned with the Federal Travel Regulations (FTR). Travel authorization requests must be submitted in writing and in advance, and approval must be provided prior to travel commencing.
Qualifications
The NEPA Policy Researcher must have a minimum education of a bachelor’s degree and four (4) years related experience.
- Demonstrated understanding of the National Environmental Policy Act (NEPA).
- Demonstrated understanding of Tribal trust asset management regulations.
- Research and review of organization policies and procedures (preferable experience relating to Indian Affairs or similar).
- Data collection, survey administration, and database creation.
- Project coordination and management of policy development.
- Analysis and strategic planning experience.
- Reporting/presentation experience.
Security
All personnel assigned under this contract will be required to successfully pass a background investigation. All personnel shall comply with Federal laws, regulations, standards, regarding information and information system security. Personnel shall be responsible for safeguarding all Government property provided for contractor use. At the end of normal duty hours and/or after normal duty hours, all government facilities, equipment and materials must be secured.
All project materials and information shall remain the property of the BIA. Under no circumstances is the personnel authorized to duplicate or distribute, in any form, the information received or transcribed from the project applicants, BIA staff, Tribes, other agencies and other parties involved with the review to anyone other than the requesting BIA staff. BIA may provide consent for project materials to be shared amongst parties involved with review on a case-by-case basis.

The NEPA Policy Researcher must demonstrate the following abilities: Sound judgment, foresight, and problem solving skills, possess excellent oral and written communications, and customer service skills, able to adapt to fast-paced work/office environment with accuracy under pressure, demonstrated competency managing schedules, documentation, and automated systems, demonstrate leadership, excellent research and data gathering skills and ability to interpret/analyze complex information, ability to work independently within the bounds and guidelines of the contract requirements and client, knowledge of and experience using the Microsoft Office Suite, and the ability to work and communicate with diverse group of customers and clients within and outside the Federal Government. All personnel are required to wear the prescribed uniform while on duty. They shall maintain a clean and neat appearance and not wear dirty or wrinkled clothing. Uniforms will be sized correctly for each employee and not show signs of excessive wear. The goal is to present a positive image to the public.
The NEPA Policy Researcher must present a professional demeanor at all times while on site. The Technical Writer shall treat all persons with courtesy and respect, striving to earn positive feedback of customers.
Any notification from Government to Montech notifying that the employee has compromised the security requirements will warrant immediate termination from employment on the contract.
