If you love numbers, you may want to look into our Taxation Division Team! The Taxation Division promotes voluntary compliance with all tax laws through education, assistance and customer service.

What We Do: The Research and Legislative Services unit encompasses three strategic and operational work groups within the Taxation Business Group (TBG). The Office of Research and Analysis (ORA) exists to provide analytical expertise and information to department leadership, state and local policymakers and budget offices, and the public. The Legislative and Implementation Services Team provides support for coordinated projects and initiatives that have impact across all the TBG sections. The Governance, Risk, and Compliance team is a new/growing team that focuses on taxation's data usage, compliance, security, and management activities.

Our Research and Legislative Services unit is seeking a professional leader to serve as a Deputy Director to provide day-to-day oversight of all research and legislative services activity and to work closely with the Director of Research & Legislative Services to establish program goals, processes, and procedures. The Typical Day of a Deputy Director: You will provide program development and guidance, strategic planning for, and supervision of subordinate staff to support the taxation division's data and information governance, risk, and compliance efforts. You will also identify the need for, recruit, and supervise subordinate positions to achieve these established goals. As a Research and Legislative Services Deputy Director you will:

  • Supervise subordinate staff to support the taxation division's governance, risk, and compliance efforts by managing performance, providing coaching and discussions about development, and determining team’s work assignments and deadlines. This will also include assisting with the hiring process including interviews and recommendations for selection as well as providing onboarding support for new employees.
  • Provide development, guidance, and strategic planning to support the taxation division's governance, risk, and compliance efforts by managing federal audit and data management programs, governance and compliance programs, data security programs, risk quality assurance programs.

MINIMUM QUALIFICATIONS:

Must meet one of the following or any combination of experience/education to meet the minimum (MQ) qualifications:

OPTION 1:
  • Ten (10) years of experience in management or leadership roles in a regulatory environment to include developing and executing strategic work plans, process development and control, and effective relationship management.

OR

OPTION 2:
  • Eight (8) years of experience in management or leadership roles in a regulatory environment to include developing and executing strategic work plans, process development and control, and effective relationship management.
AND
  • Associate's degree in Accounting, Business, Economics, Finance, Cyber Security, Public Administration or a related field as determined by the Department.

OR

OPTION 3:
  • Six (6) years of experience in management or leadership roles in a regulatory environment to include developing and executing strategic work plans, process development and control, and effective relationship management..
AND
  • Bachelor’s degree in Accounting, Business, Economics, Finance, Cyber Security, Public Administration or a related field as determined by the Department.
OR

OPTION 4:
  • Four (4) years of experience in management or leadership roles in a regulatory environment to include developing and executing strategic work plans, process development and control, and effective relationship management..
AND
  • Master’s degree in Accounting, Business, Economics, Finance, Cyber Security, Public Administration or a related field as determined by the Department.

Preferred Qualifications:
The ideal candidate will possess the following skills:
  • Demonstrated ability to communicate within and outside the organization, representing the organization to customers, the public, government, and other external sources.
  • Ability to multi task in a fast-paced environment with strong attention to detail and thorough in completing work tasks
  • Proficient with Google Suite
  • Strong problem solving skills
  • Experience developing and implementing program policies, rules, and procedures that ensure compliance with regulations and contracts while meeting customer needs.
  • Exposure to engaging and building stakeholder relationships within an organization
  • Proven work experience in a supervisory role to include:
    • Monitoring productivity of a team and providing constructive feedback and coaching.
    • Leading teams and implementing plans to complete projects
    • Maintaining timekeeping and personnel records
    • Developing and adapting roles and employees to meet organizational needs
  • Understanding of IT security and safeguards
  • State experience working with tax compliance, or other types of federal/state/local compliance regulatory environments, or performance auditing, or risk/fraud auditing
  • Ability to resolve high level obstacles and achieve goals with autonomy


Conditions of Employment with the
CDOR:
Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.

As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations.
