Health Care & Fair Competition Bureau

Attorney General Andrea Joy Campbell is looking for a dedicated, motivated, and experienced attorney to lead the Health Care & Fair Competition Bureau as the Bureau’s Chief. The Health Care & Fair Competition Bureau uses civil and criminal investigation, litigation, and policy tools to protect healthcare consumers, create a more fair and competitive economy, ensure integrity in the non-profit sector, and address fraud in our health care and government contracting systems.HCFC is comprised of five Divisions – Antitrust; False Claims; Health Care; Non-Profits & Charities; and Medicaid Fraud. The Bureau’s work involves challenging and complex enforcement initiatives, as well as policy development, partnership with community and advocacy groups, and coordination with other state agencies, state attorneys general, and federal authorities.

Primary Duties: The Bureau Chief is responsible for advising the Attorney General on carrying out the statutory duties of each Division and overseeing related civil and criminal investigations and litigation on behalf of the Commonwealth, as well as the strategic deployment of the Bureau’s resources consistent with the Attorney General’s priorities. Primary responsibilities of the Bureau Chief include: management of five Division Chiefs; supervision of the Bureau’s cases and work product; administration of each Division’s operating budget; public outreach and press strategy; and regularly briefing the Attorney General and her executive staff on the Bureau’s work. In coordination with the First Assistant Attorney General and Deputy Attorney General, the Bureau Chief reviews and approves the use and issuance of the Bureau’s criminal and civil investigative process, including: grand jury subpoenas, search warrants, civil investigative demands, all civil and criminal complaints, all settlement agreements, and major briefs filed before state regulators and in state and federal courts. The Bureau Chief is responsible for coordinating legislative and policy initiatives on behalf of each of the Divisions. The Bureau Chief is expected to take an active role in significant or sensitive matters, as necessary.

The Bureau Chief is also responsible for the overall administration of the Bureau, including personnel matters, drafting periodic reports on the Bureau’s work, and coordinating with other parts of the Attorney General’s Office.

Position Requirements: Applicants should have at least ten years of legal or equivalent experience, as well as a working knowledge of state government and Massachusetts’s health care ecosystems. The successful candidate will have management experience, as well as the ability to demonstrate effective communication, writing, legal-analytical, negotiation, oral advocacy skills, sound judgment, and the ability to effectively represent the Office before state and federal courts, internal and external stakeholders, opposing parties and their counsel, constituents, the Office’s other Bureaus and Divisions, and other state, federal, and municipal officials.

Successful candidates will have a demonstrated ability to understand diverse perspectives and interact with constituents and community members with empathy and sensitivity. Must be a member of the Massachusetts bar.

Position Type: Full-Time/Exempt. Our current hybrid model includes some remote workdays for most positions.

Salary: $165,395
