Summary

This position serves as a Communications Specialist in the Security and Hazardous Materials Safety Organization. The incumbent is a subject matter expert, whose primary functions include building and maintaining relationships with internal and external stakeholders through active outreach and engagement.


Duties

The incumbent provides administrative, communications, and technical support to facilitate the Security and Hazardous Materials Safety organizational strategy and to provide leadership for highly complex and challenging activities under the minimal direction of a manager or Executive. The incumbent reports to the ASH Chief of Staff.


Applies experience and expert knowledge of communication methods, practices, and techniques to build and maintain relationships with internal and external stakeholders and administrative management to conduct functional activities for projects/programs that often require the development of new and innovative approaches and strategies. Initiates and maintains effective and appropriate communication with internal and external stakeholders in an effort to advance the mission of the Security and Hazardous Materials Safety Office and the FAA. Actively seeks security related data, news, and product information in order to stay abreast of the potential impacts on the ASH program areas that may affect Agency policy or position.


Coordinates committee support and may act as Agency secretariat representative for security-centric external committees and groups. Contributes to the preparation and dissemination of the Office's associated written materials by drafting and editing talking points, fact sheets, briefing materials, memorandum, and other materials for use in conducting, facilitating, and completing support assignments. Ensures that information from external stakeholders is communicated in an effective and timely manner as appropriate or required.


Collaborates with all levels of management, including senior level executives and program sponsors/owners to facilitate internal stakeholder involvement for soliciting input, approval for plans, and measuring progress. Exercises sound judgment, tact, and diplomacy to identify and resolve challenging cross-organizational issues, and effectively communicates and gains buy-in for process improvements and shared goals.


Contacts are internal and external. Often represents the ASH program offices as a principal point of contact to provide advice and guidance on the applications of policies and procedures as appropriate. Prepares major reports on projects, programs and other work activities for internal and external distribution. Develops briefings to convey strategic vision and/or organizational policies to internal and external audiences.


Broad policies and objectives provide general guidance for addressing issues that often require the development of new approaches. As required, develops new policies, procedures, and approaches that take into consideration FAA policies, Government-wide rules and regulations, and external concerns. May create new solutions and policy interpretations, as situations require.


Provides expert guidance and instruction both internally and externally to address diverse, complex issues which often cross multiple projects, programs, and/or functional areas. Develops and recommends approaches to address current and anticipated problems and issues. Works with senior management to identify and resolve problems.


Work typically is reviewed only at completion for success in achieving planned results. The incumbent has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and/or other work activities. Work activities typically impact directly on the objectives of one or more program offices.
