The Senior Communications Adviser and Team Lead will develop and implement a comprehensive communications approach to include: delivering on internal and external communication plans, identifying and expanding upon target audiences, developing technical content, utilizing data-driven evaluation techniques, and creating high impact and innovative communication methods utilizing both traditional and innovative communication strategies.
Responsibilities:
  • Develop a comprehensive communications strategy and plan that aligns with M/MS strategic objectives and synchronizes messaging across the M/MS divisions.
  • Serve as communications advisor to M/MS leadership and the Team Lead on communications for the Office.
  • Organize and lead M/MS Communications Specialists and points of contact (POC) in M/MS divisions to develop and implement a plan that promotes key messages and broadens M/MS engagement to support Agency and M/MS core competencies.
  • Supervise, as required, M/MS Communications Specialists and Assistants.
  • Lead regularly occurring meetings with M/MS Communications Specialists and POCs to coordinate and synchronize M/MS communications activities.
  • Implement information campaigns tailored to reach both specific and general audiences to inform those audiences about M/MS core capabilities, projects, programs, and initiatives.
  • Utilize approved methods, means, tools, and tactics to communicate messages to target audiences.
  • Develop and provide written and visual information, which may include Agency Announcements, newsletters, feature articles, multimedia presentations, fact sheets, letters, news releases, and other graphic/design products.
  • Coordinate with appropriate Agency offices to communicate key M/MS messages via social media.
  • Assist in the preparation of briefing packages for senior leaders for engagements, to ensure that the briefing packages align with the current communications plan.
  • Assist with the preparation, editing, and finalization of technical reports, manuscripts, and annual reports, including briefing materials.
  • Track and analyze metrics to evaluate the reach and effectiveness of M/MS messages and communications campaigns using Google Analytics, GovDelivery, and other available capabilities of Google Suite (for ticket/activity tracking).
  • Represent, as needed, M/MS during key office and Mission-related events and activities to amplify cross-cutting work by the office and divisions.
  • Develop and execute communications campaigns to increase awareness of M/MS’ services and accomplishments.
  • Liaise, coordinate and represent M/MS in various communications working groups and technical expert meetings at the Independent Office-, Bureau-, and agency levels (e.g., Bureau for Legislative and Public Affairs [LPA], M Bureau Comms Team, among others).
  • Partner and liaise with LPA and key executive stakeholders (e.g., the USAID Front Office) on M/MS communications-related responses and equities.
  • Other duties as assigned.
Qualifications:
  • Bachelor’s degree in communications or a related field
  • 3+ years of related experience required
    • Previous experience in government Departments or Agencies preferred
  • Ability to pass a background check

Knowledge, Skills, and Abilities:

  • Excellent written and verbal communication and customer service skills.
  • Excellent interpersonal communication skills.
  • Up to 10% travel required.
  • Ability to lead groups of people to implement M/MS communications plans.
  • Ability to work nights, weekends, and holidays is required.
  • Ability to work independently and as a team member.
  • Knowledge and skill in applying analytical and evaluation methods and techniques.
  • Ability to handle a large, complex workload, effectively coordinate multiple resources, and multi-task in a fast-paced environment.
  • Ability to handle controversial situations with tact and diplomacy.
  • Highly proficient in GovDelivery email marketing, Adobe Creative Cloud applications and/or Canva Pro (as available), and the Drupal 9 content management system
  • Highly proficient in all Google Workspace applications (Google Docs, Google Slides, Google Sheets, etc.).
  • In-office requirement of three times per week.
