About ITPC Global
ITPC is an issue-based global organization working to achieve health and social justice for all through robust community engagement. ITPC was birthed in 2003 in Cape Town, South Africa, by a committed group of 125 HIV activists from 65 countries who refused to accept a world in which people living with HIV were denied access to life-saving medicine. As ITPC grew into a Global Activist Network (GAN) advocating for the needs of communities affected by HIV and TB, it also laid the groundwork for community-driven work extending beyond singular diseases and addressing the systemic issues affecting people’s health and quality of life— exposing and resisting entrenched global power dynamics that consistently prioritize privilege and profit over the right to health and dignity. Today, we celebrate 20 years, highlighting progress in the fight for equitable access and affordability to treatment, amplifying community power, and building resilience within communities.
UNAIDS will support ITPC Global and its African partners to establish and implement activities of an African-led Civil Society Global Health Policy Consultative Group (ACG). This initiative aims to consolidate expertise, work synergistically with existing groups and coalitions, and create forums for dialogue, advocacy and action at community, country, and regional level. The intention is that this forum will explicitly work on health advocacy, systems, responses, and policies through its form (leadership structure, membership, constituencies), content (health equity across disease areas and populations, with attention to structural determinants of health), and process (transparent, inclusive, responsive to community priorities and accountable to them). We are currently recruiting for an ACG Monitoring and Evaluation (M&E) Officer. The successful candidate will be responsible for measuring and enhancing the impact of activities implemented by the ACG, as well as managing the monitoring and evaluation function for the ACG. This role involves developing and executing M&E frameworks, analyzing project outcomes, developing reports, and generating actionable insights to drive strategic improvements. This is a full-time role, fixed term for 11 months.
Core Responsibilities:
Impact and M&E Management :
- Develop/Improve monitoring and evaluation plans and reporting forms to enable tracking of progress and outcomes ACG activities aligned to ITPC goals.
- Support development of progress indicators, data collection, reporting frameworks and performance monitoring plans linked to project components.
- Support the ACG Manager in review of workplans, reports and deliverables.
Data Management and Reporting
- Management and compilation of baseline data and reporting of consolidated M&E results with calculated impact for ACG activities.
- Prepare M&E and impact reports and narrative reports of M&E inputs for donors.
- Facilitate the process of external evaluation commissioned by donors.
- Provide support with fundraising efforts (e.g. develop indicators and targets, prepare impact assessments).
- Communicate problematic M&E areas and suggest corrective measures.
- Support compliance with reporting requirements and review of documentation.
- Support the ACG Manager in updating the project risk register, issues log and highlight reports.
Data Collection and Analysis
- Support the coordination and conduct of thematic assessments.
- Regularly track and analyse progress, challenges, gaps and lessons learned through implementation for adjustment and continuous improvement.
- Develop terms of reference for assessments, mid-term and final evaluations and facilitate spot checks and other research related to project delivery.
Capacity Strengthening and Knowledge Management
- Support needs assessment and organizing consultants to gauge capacity and knowledge transfer gaps to be addressed through tailored and systems-based learning solutions.
- Facilitate training to relevant staff on monitoring and evaluation, performance management, data responsibilities and operational usage of tools.
- Support capacity strengthening technical coordination.
- Timely update and share project information with internal and external stakeholders.
Stakeholder Engagement
- Nurture and cultivate fruitful relationships with donors and partners.
- Network with internal and external stakeholders.
- Report to funders/donors within required timeframes and in required formats.
- Ensure all communications are effectively managed across donors and partners.
- Assist staff to represent ACG and ITPC in meetings, workshops, conferences.
Requirements
- Undergraduate degree or minimum of 3 years relevant experience in a project management or M&E role in the non-profit, philanthropic sector or related field is required.
- Grantee management experience (programmatic, technical & financial) with organizations from developing countries.
- Knowledge on Public Health response to the three epidemics (HIV, HCV or TB).
- Knowledge of campaign and advocacy.
- Demonstrated experience managing complex multi-country projects with previous work with PEPFAR, USAID, CDC, UNAIDS The Global Fund to Fight AIDS, Tuberculosis and Malaria being advantageous.
- Demonstrated project management experience and adaptability.
- Tech-savviness and advanced computer skills, particularly MS Office package (Word, Excel, Outlook, PowerPoint).
- Team building and collaborative working skills.
- Excellent stakeholder relations and interpersonal skills, with ability for political astuteness.
- High levels of personal integrity and professional credibility across populations.
- Strong written and oral communication (including presentation) skills in English. In addition to English, ability to work in French is beneficial.
- Must be based in CET time zone.
