The Team You’ll Work With
The Office of the Deputy Mayor for Housing, Economic Development and Workforce oversees the
City’s housing, economic development, cultural, planning, and workforce agencies, and works to create
a more vibrant and equitable New York City. The Office seeks a talented Senior Advisor for Housing and
Land Use to provide operational support to the Deputy Mayor for Housing, Economic Development,
and Workforce. The Senior Advisor for Housing and Land Use will work closely with the Deputy Mayor,
the Executive Director for Housing and the Chief of Staff to oversee relevant agencies and offices
focused on public housing operations, asset and property management, and tenant support within the
portfolio, including the Department of Housing Preservation and Development (HPD), the Housing
Development Corporation (HDC), the Housing Authority (NYCHA), and the Department of City Planning
(DCP).

New York City requires urgent action and bold ideas to tackle the housing crisis at hand. The Senior
Advisor for Housing will guide the execution of day-to-day portfolio management for the existing City-
run housing stock; provide policy analysis within the portfolio as needed; and assist with project
management and coordination of initiatives related to Mayor Adams’ land use and development goals,
including five neighborhood rezoning plans currently underway. Specific tasks may include overseeing
NYCHA’s existing housing stock; coordinating tenant support across all City agencies; evaluating City-



led policy or City, State, and Federal legislative ideas; and supporting efforts to reach the Mayor’s
moonshot goal of 500,000 new homes in the next decade.

The Problems You’ll Solve
Our city declared a housing emergency five decades ago, and yet, we have historically failed to address
it with the same urgency we would any other crisis. To accelerate our housing production and
preservation under the direction of the Chief of Staff, the Senior Advisor for Housing and Land Use will
perform the following functions:

  • Asset and Property Management – Lead the day-to-day operational execution and drive long-
term goals around the City’s asset and property management of public housing, including
physical quality and financial solvency, or new housing strategies serving the public benefit.
  • Initiative Management – In coordination with appropriate City agencies and team members,
assist in overseeing and monitoring housing stock operations to ensure that goals and timelines
are met.
  • Policy and Legislative Analysis – Review relevant policy goals and drive implementation,
working closely with the government affairs team to also push the City’s legislative agendas at
the City, State, and Federal level.
  • Neighborhood Rezonings —Provide oversight and active project management on five
neighborhood rezonings currently in the planning and approval stages, and consult on future
efforts to unlock housing through zoning actions.
  • Agency Liaison – Serve as a liaison between agencies overseeing the construction, rehab, and
operational health of the City-run housing stock and the Office of the Deputy Mayor, to monitor
projects and assist in handling day-to-day issues.
  • Internal/External Stakeholder Communication – Act as a liaison and contact with key
stakeholders to communicate on behalf of the Office of the Mayor and the Office of the Deputy
Mayor as needed.
  • Interagency Coordination – Coordinate with agencies, boards, commissions, and organizations
relevant to housing and land use to drive implementation of initiatives, meet project goals and
timelines, and review agency and interagency work product. This will include coordination and
management to agencies outside of the housing portfolio but connected to the overall mission
to address our land use, capital, and housing needs.
  • General Support – As needed, prepare briefing memorandums, provide background research
and information, coordinate meeting planning, and respond to correspondence from critical
stakeholders across the industry.

About You
• You have a Bachelor’s degree with 8+ years of work experience in a relevant field (or 6+ years

with a graduate degree).
  • You have the ability to work independently and within a fast-paced environment, as well as

thrive in a collaborative and supportive team environment.



  • You are a self-starter who positively contributes to a learning culture and collaborative team

and is willing to perform the full range of tasks required in a dynamic and rapidly responsive
organization.

  • You have the ability to quickly absorb complex, technical concepts and brief senior staff across
City Hall.
  • You have thorough knowledge and proficiency in Microsoft Word, Excel, and PowerPoint.
  • You have exceptional written, oral communication, and presentation skills.
  • You have experience working with the agencies in the portfolio a strong plus

Salary
The City of New York Office of the Mayor’s compensation package includes a market competitive
salary, equity for all full-time roles and exceptional benefits. Our cash compensation range for this role
is $130,000 to $150,000.

Final offers may vary from the amount listed based on candidate experience and expertise, and other
factors.
