Position Title: National Migration Policy Officer

Duty Station: IOM Washington, DC United States

Classification Grade: NOB - 1 position

Type of Appointment: Fixed term, one-year contract with possibility of extension, Full-Time (100%)

Appointment is subject to funding confirmation.

Salary: 10,130.50 (Monthly)

Under the supervision of the Head of Partnerships, Liaison and Advocacy, the incumbent will provide policy analysis and research primarily centered on United States immigration policies and related legal and regulatory frameworks, helping with the formulation of IOM advocacy and policy in the United States.

Responsibilities for Candidates

  • Monitor and provide preliminary analysis of U.S. policies and regulatory frameworks relating to immigration, border management, relevant enforcement measures, and other elements that contribute to migration governance within the United States;
  • Produce preliminary analysis on the impact of policy measures devised by United States authorities (at all levels – executive, legislative and judicial) on the work of IOM and those migrants the organization is mandated to serve;
  • Support the formulation of relevant policy recommendations with a view to contributing the Organization’s expertise to United States migration policy priorities, in line with IOM’s policy frameworks.
  • Monitor and present information on broader trends that may affect migration policy in the United States, including demographic dynamics, economic development, and labor policies.
  • Document regional migration policy developments and processes that are influenced and impacted by United States measures in the migration space, and contribute to relevant work undertaken and led by the IOM Regional Office for the Americas, ensuring that U.S. perspectives are well understood in this context.
  • Liaise with key counterparts in the United States in regard to US migration policy frameworks, including academic and non-governmental organizations that have expertise in migration matters.
  • Support the Chief of Mission and Head of Partnerships, Liaison and Advocacy in their outreach to relevant United States government counterparts.
  • Provide overall guidance to various IOM offices on relevant policy developments.
  • Coordinate the preparation of correspondence, talking points, briefing notes, and presentations on areas of responsibility, as relevant.
  • Perform other related duties as assigned.

Qualifications for Candidates

  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with a minimum of two years of relevant professional experience; or
  • Master’s degree in the above fields.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations
  • Knowledge of US immigration policy and frameworks, as well as relevant decisionmaking processes.
  • Prior work experience with non-government, or government institutions/organization in a multi-cultural setting is an advantage
  • Prior work experience with international organizations, non-government, academic or government institutions/organization in a multi-cultural setting is an advantage
  • In depth knowledge of United States migration policies; and
  • Strong analytical, drafting and communication skills
  • Ability to work independently and take initiative
  • Ability to coordinate with multiple stakeholders on complex issues
  • Ability of work under tight timeframes and multi-task
  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds
  • Personal commitment and drive for results

  • This selection process may be used to staff similar positions in various duty stations. Recommended candidates will remain eligible to be appointed in a similar position for a period of 24 months.
  • National Professional Officers should be nationals of the country of their employment. NPOs perform work at the professional level and the same standards of recruitment qualifications and performance, required for International Professional staff.
  • Appointment will be subject to certification that the candidate is medically fit for appointment, verification of residency, visa, and authorizations by the concerned Government, where applicable.
