Job Description
Just Whole Care is seeking a passionate and knowledgeable Health Policy Analyst to contribute to our health equity mission advancing healthcare for all, including those who serve, by strengthening, connecting and innovating across our ecosystem. This role will focus on researching and analyzing Medicaid policies related to behavioral healthcare, maternal-child health, CalAIM and the Behavioral Health Services Act (BHSA), and related initiatives, providing critical insights to inform client strategies and advocacy efforts. The ideal candidate has a strong understanding of Medi-Cal programs and a commitment to improving the lives of vulnerable populations.
Responsibilities:
Policy Research and Analysis:
- Conduct in-depth research and analysis of local, state, and federal healthcare policies impacting client project goals and patient populations, with a focus on behavioral and maternal-child health equity, Enhanced Care Management (ECM), Community Supports (CS), and related Medi-Cal benefits and federal change ahead.
- Analyze policies related to Dyadic Services, ACEs, BHSA Prevention and Early Intervention, and other new Medi-Cal initiatives.
- Evaluate the impact of proposed and existing policies on diverse populations, including children, families, and individuals with behavioral health needs.
Legislative and Regulatory Monitoring:
- Monitor legislative and regulatory developments at the local, state, and federal levels, identifying potential risks and opportunities for clients.
- Track and analyze relevant bills, regulations, and agency guidance related to CMS, Medi-Cal, CalAIM, and behavioral health transformation.
- Provide timely updates and summaries of key policy changes to internal teams and clients.
Policy Briefs and Recommendations:
- Develop clear and concise policy briefs, reports, and presentations summarizing research findings and policy implications.
- Formulate policy recommendations to inform client strategy and advocacy efforts, with a focus on advancing health equity and whole-person care.
- Synthesize complex policy information into actionable insights for diverse audiences.
Stakeholder Collaboration:
- Collaborate with internal and external stakeholders, including healthcare executives, policymakers, providers, and community organizations, to advance strategic policy goals.
- Support client meetings and stakeholder engagements by providing policy expertise and background information.
Data Support:
- Support data collection and analysis efforts to evaluate the impact of policy changes and inform project strategies.
- Assist in the gathering and organization of data related to maternal child health, behavioral health, and CalAIM programs.
Project Support:
- Provide research support for ongoing client projects.
- Assist in the development of client deliverables.
Qualifications:
- Bachelor's degree in health policy, public health, or a related field (Master's preferred).
- Strong understanding of Medi-Cal programs, CalAIM, and Behavioral Health Transformation initiatives.
- Knowledge of maternal-child health equity, behavioral healthcare, and related policy issues.
- Excellent research, analytical, and writing skills.
- Ability to synthesize complex information and communicate it effectively.
- Proficiency in data analysis, visualization, and presentation tools (e.g., Excel, PowerPoint, etc.).
- Strong organizational and time management skills.
- Ability to work independently and as part of a team.
- Experience tracking legislation and healthcare regulatory action.
- Familiarity with the Los Angeles and Inland Empire healthcare policy landscapes a plus.
