Position Overview:

MassCEC seeks a talented and experienced candidate to serve as a Senior Program Manager in MassCEC’s Workforce Development department. Successful candidates will bring extensive experience in education combined with a deep understanding of workforce and career development and a strong commitment to helping Massachusetts achieve its 2050 net zero emissions goals through equitable, high-quality programming. 

Reporting to the Program Director for Student and Young Adult Initiatives, the Senior Program Manager will support program development and expansion of key initiatives through research, design, and thorough stakeholder engagement with educational institutions and systems across K-12 and higher education. In partnership with other team members, consultants, and industry stakeholders, the Senior Program Manager will draft, refine, and provide oversight on policy recommendations, partnership campaign materials, curricular resources, programs, and web content to increase clean energy career awareness and access. Additionally, the Senior Program Manager will support Workforce award grantees by providing counseling and quality technical assistance, structuring and capturing effective outcomes reporting, supporting and adhering to grant and administrative processes, and contributing to broader strategic outreach and engagement. 

Core Responsibilities: 

  • Expand and nurture MassCEC’s educational partnerships with secondary schools (including vocational and technical high schools), post-secondary institutions, educational districts and systems, Community-Based Organizations with career education programming, and school-to-career and young adult workforce programming.
  • Increase the integration of clean energy career awareness within existing programs and support the expansion of new efforts and programs focused on clean energy career exploration and pathway development. 
  • Oversee the curation and development of relevant clean energy career curricula and curricular resources and be ready to author or revise content to address gaps and weaknesses.
  • Draft partnership plans, marketing collateral, presentation decks, policy recommendations, case studies, and reports on advancing clean energy careers through education programs and partnerships.
  • Directly deliver technical assistance support to a caseload of grantees focused on career awareness and access for students and young adults. 
  • Coordinate with other team members to ensure technical assistance fits within the larger departmental model and meets quality standards and objectives.
  • Support successful programming by contributing to core program documents, including requests for proposals (RFPs), program administration guides, marketing collateral, and technical assistance resources.
  • Drive program quality by identifying and advancing relevant best practices through research, stakeholder engagement, and analysis of grantee practices and performance.
  • Assist with developing data analysis tools and processes for programs and analyze program data to produce reports and presentations for internal and external stakeholders.
  • Meet outreach goals by developing program communications and collateral and engaging a wide range of stakeholders, including other government agencies, community-based organizations, local and regional workforce organizations, industry associations, secondary and higher education institutions, and employers.
  • Uphold program integrity through consistent attention to detail when reviewing complex contracts, invoices, and supporting program and finance documents. 
  • Contribute effectively to cross-functional and collaborative efforts as opportunities and needs are identified.
  • Supervise one to two program manager(s) and additional support staff and interns as needed. 

Position Qualifications:

Education: 

  • Bachelor's degree in education, energy or environmental science/studies, social services, or related field.

Experience:

  • 8+ years of relevant professional experience with a record of progressing professional responsibility.
  • Considerable experience in education and experience in workforce/career development.
  • Experience in program management, public sector grant-making, partnership development, and curriculum development, encouraged.

Knowledge, Skills, and Abilities:

  • Excellent written communication skills with the ability to craft and edit effective documents for a range of purposes and audiences, including curriculum development;
  • Strong project management skills, experience using project management tools and programs, and an ability to prioritize and work effectively on multiple projects under tight deadlines;
  • Strong knowledge of both statewide and local Massachusetts programs and systems focused on students and young adult career development, including but not limited to: Innovation Pathways, Connecting Activities, MyCAP, Chapter 74 and Non-C74 CTE programs, YouthWorks, WIOA Young Adult Programs, post-secondary 2-year, 4-year and certificate training programs related to climate-critical occupations; 
  • Knowledge of best practices in workforce development, including those that relate to employer engagement, training design, participant recruitment and retention, and program supports for participants with multiple barriers;
  • Awareness of clean energy technologies, including building decarbonization practices, renewable energy generation and storage, and electric vehicle deployment and maintenance;
  • Ability to engage with diverse stakeholders, including school superintendents, university and college presidents, teachers, guidance counselors, professors, workforce development leaders, advocacy groups, clean energy employers, and industry partnerships; 
  • Excellent problem-solving skills, and demonstrated ability to make informed decisions;
  • Working knowledge of basic accounting and payment processing (budgets, invoices, etc.);
  • Strong proficiency in Excel, including knowledge of basic formulas, data validation, pivot tables, and creating charts to convey graphic information effectively; and
  • Experience with making cross-functional decisions impacting programs, metrics, and results.
