Job Description

Revised November, 2024

About NYC Kids RISE:

NYC Kids RISE is a nonprofit organization working with the City of New York and the NYC Department of Education to manage the Save for College Program (the Program). Through the Program, eligible students enrolled in an NYC public school (including participating charter schools), starting in kindergarten, automatically receive a free NYC Scholarship Account with an initial allocation of $100 by NYC Kids RISE on their behalf, invested in a NY 529 Direct Plan, and opportunities to receive additional rewards over time. Their families can open and connect their own college savings account on their child’s behalf, and communities can contribute to groups of these NYC Scholarship Accounts as both a targeted and universal platform for community-driven asset-building in every neighborhood. This approach draws from a variety of best practices and disciplines across the fields of asset building, child savings accounts, financial empowerment, education, community wealth building, urban poverty, neighborhood effects and social capital research, collective impact, and more. Read more about NYC Kids RISE and the Save for College Program and listen to stories from partners who helped build the platform during its pilot phase from 2017 to 2022. You can also view recent articles in Fast Company, the Wall Street Journal, and the NYCHA Journal; and read more about NYC Kids RISE theory of change in a recent report by the Urban Institute.

After a successful pilot phase in the communities of School District 30 in Queens, NYC Kids RISE expanded citywide during the 2021-2022 school year. This school year, there are approximately 200,000 students participating in the Program across more than 1,000 elementary schools that have an NYC Scholarship Account for their educational futures.

Position Summary:

NYC Kids RISE seeks an experienced, self-sufficient, highly organized and detail-oriented Senior Analyst, Performance Measurement and Evaluation, to join NYC Kids RISE and the Research and Evaluation team. This Senior Analyst position will own, continue to improve and expand upon NYC Kids RISE’s performance measurement and management efforts, including efforts around program evaluation as we design them in the future. This means detailing how teams across the organization measure progress of their work, and how the Save for College Program is creating an impact in New York City. The ideal candidate has experience in performance measurement and evaluation, meaning that they have demonstrated experience in creating and implementing performance measurement frameworks for specific projects (including the development of objectives-based goals, metrics, KPIs, targets and tracking tools), through a strong analytical lens. The Senior Analyst, Performance Measurement and Evaluation, will report directly to the Director of Research and Evaluation.

Responsibilities will include but not be limited to:

  • Manage and expand our project-based performance measurement pipeline. This includes:
    • Maintaining and tracking performance measurement for new and existing projects with existing frameworks.
    • Working with teams across the organization to identify projects that need a performance measurement framework
  • Collaborate cross-functionally to develop and implement key components of our performance measurement environment, which include but are not limited to:
    • Identifying measurable and specific goals for projects that build upon the short-, medium-, and long-term goals defined in NYC Kids RISE’s Theory of Change.
    • Defining measurable indicators and targets that can help build a narrative around the progress of each project and the Program.
    • Identifying data needs and data processes required to analyze and manipulate data for reporting
    • Planning and conducting periodic performance measurement review sessions with teams to share performance insights and recommendations to improve processes and actions within projects.
  • Revisit and improve upon our existing performance measurement environment to ensure the right standards to effectively track performance measurement.
  • Support in the development and execution of the research and evaluation agenda for the Save for College Program--including the appropriate combination of short-, medium-, and long-term implementation studies and impact evaluations, building upon existing research & evaluation resources and strategies developed to date.
  • Lead all internal and external reporting related to performance measurement and evaluation.
  • Prepare and conduct presentations and briefings for R&E’s leadership and the Executive Team as needed.
  • Partner with the Deputy Director of Data Management and Analytics to leverage our data-related resources to support performance measurement efforts.
  • Assist with the completion of recurrent data tasks that support NYCKR’s daily data operations as needed, to further the operational efforts of the Research & Evaluation team.

Qualifications:

  • Experience: Minimum of 3-5 years of relevant professional experience working with organizations and setting up frameworks to implement performance management, including creating systems to track performance measurement and impact evaluation.
