Highland Rivers Behavioral Health provides treatment and recovery services to individuals impacted by mental illness, substance use disorders and intellectual developmental disabilities.


Responsibilities include:

  • Responsible for the development, management and direction of the Veteran outreach program. This includes oversight and coordination of all written and exhibit materials that reflect HRBH Veteran programs in an accurate manner and further the mission of HRBH.

  • Identifies outreach opportunities and work independently to coordinate staff, communication materials, and logistics for community outreach events to maximize exposure of the HRBH Programs to Veterans and other stakeholders within the HRBH catchment area.

  • Communicate effectively with diverse Veteran audiences about HRBH; works diplomatically with internal and external constituents; applies problem-solving techniques; conducts research; plans community events.

  • Produces professional written and oral presentations; maintains confidentiality of information; keeps abreast of emerging issues which impact the Veteran services and HRBH; meets critical deadlines and works flexible hours.

  • Chairs the HRBH Veteran Outreach Committee and establishes, maintains, and updates a facility outreach plan and calendar.

  • Utilizes analytical techniques to evaluate input and public comments regarding program issues. Incumbent will collect, summarize and analyze public sentiment to develop recommendations for program improvements.

  • The Outreach Coordinator serves as the spokesperson, facilitator and coordinator to the media, congressional staffs and veterans service organizations, the community, VA and other governmental officials about HRBH Veteran services. The incumbent develops campaigns and communication strategies that convey information to various internal and external stakeholders about the HRBH Veteran services and programs.

  • Develops and disseminates a wide range of information and data concerning the nature and objectives of Agency programs, employing all types of media, including radio, television, newspapers, magazines, professional and scientific journals, pictures, posters, and exhibits.

  • Establishes and maintains working relationships with local veteran stakeholders representatives and with the special interest representatives concerned with veterans affairs within the geographic area. He/she generates solid relationships by keeping stakeholders informed; being responsive to their requests; obtaining resources on various issues and programs; and by otherwise creating goodwill.

  • Establishes and maintains a speaker's bureau, distributing the list to media and interested organizations, coordinating speech requests and providing training and materials to speakers.

  • Maintains liaison with public affairs staffs of related health and educational organizations, service, civic and fraternal organizations on behalf of the HRBH Veteran services to maintain goodwill and information and facilitate joint projects or information gathering.

  • Maintains effective relationships with the CEO and marketing team and to refer and evaluate inquires made by the media as well as identifying newsworthy or feature events.

  • Establishes effective relationships with veterans organizations and community groups. The incumbent meets with a variety of these groups to disseminate information, enhance relationships, and communicate HRBH Veteran services policies and information about specialized programs and initiatives.

  • Oversees the development and implementation of Military-Veteran friendly policies and procedures.

  • Analyze and interpret new/pending legislation and funding opportunities pertaining to Veterans and service members.

  • Establish and implement short and long-range organizational goals, objectives, and strategies for outreaching to the veteran community.

  • Provide advocacy and assistance in support of veterans’ issues and challenges.

  • Direct, develop and coordinate strategies and programs to assist with the enrollment and retention of Veterans, service members, dependents and survivors in behavioral health programming.

  • Develop awareness programs and workshops to educate community and staff on Veteran issues as they relate to behavioral health.

  • Assist with organizing facility needs and communicating those internally, working with internal as well as external stakeholders to further veteran programs.

Minimum Qualifications:

  • Bachelors degree in a helping field, preferred.
  • Veteran with other than Dis-honorable Discharge
  • Passion for our veterans community
  • Ability to connect through verbal and written communication skills
  • Competent Public Speaker
  • 1 year experience with veteran outreach through Veteran Service Organizations, Veterans outreach or Veteran owned business.
