Please Note: The starting salary offer will be determined based on the successful candidates’ qualifications within the budgeted salary range of $102,000 - $128,000 annually. However, there is ability for longevity growth and progression in salary for the individual once employed.

Hybrid: Our physical office is in Olympia WA. This position is flexible/hybrid, with the ability to work from home, and some travel to in-person activities, meetings, and events.
What this job is about:

As a Budget Advisor, you analyze budgets, make budget recommendations to the Governor and present the Governor’s budget proposal to the Governor, Office of Financial Management (OFM) Director, OFM’s Executive team, state agencies, stakeholders and the Legislature. You are the capital human services subject matter expert who analyzes budget requests and develops budget proposals to meet the governor’s objectives.

In this role, you'll have the opportunity to:

Monitor, support and help state agencies problem solve budget development and implementation, program performance, and other fiscal matters.

Present
and respond to inquiries on budget and fiscal matters to various legislative and executive branch counterparts, governor’s policy staff, and stakeholders.

Be the Subject Matter Expert in capital human services issues.
You will review budget proposals from state agencies and make recommendations for the Governor to include in their budget. You will work as part of a team to build the Governor’s capital budget and to answer questions about the budget from agencies, legislators, and the media. You will also have a role in budget monitoring, implementation, including the review and approval of the agency spending plans and policy reports. We’re looking for someone with curiosity, strong communication and analytical skills. To be successful, you’ll need to have experience as a state or local government fiscal or public policy analyst.

Duties

What you’ll do:


  • Prepare detailed fiscal analyses and capital budget recommendations related to issues as assigned.
  • Perform independent research and analysis of policies and proposals including expected outcomes, state and local costs, implementation strategies, and stakeholder positions.
  • Analyze legislative bills and budget proposals and communicate impacts to senior-level staff.
  • Develop budget provisos, summary texts, and backup documentation to clearly communicate the intent of the Governor’s budget proposal to legislators, legislative staff, and other stakeholders.
  • Work with operating budget analysts, governor policy staff, legal counsel, agencies, legislative counterparts and stakeholders to understand issues related to a portfolio of assigned issues and general capital budget topics.
  • Develop and present recommendations to the executive team and the Governor concerning the costs and effects of budget-related fiscal and policy proposals.
  • Review and approve fiscal notes within short timelines during the legislative session.
  • Prepare analysis and recommend gubernatorial action on enrolled bills.
  • Evaluate patterns and trends in data and identify other factors affecting budget drivers.
  • Monitor and support state agencies in budget development, budget implementation, program performance, and other fiscal matters.
  • Coordinate and/or assist with coordination of studies and processes that create impacts across state government and represent OFM on internal and external workgroups or other group assignments.

Qualifications

Required:

Experience
  • Research, analytical and communication skills.
  • Experience reviewing, researching, analyzing, and evaluating complex budget issues and making recommendations.
  • Strong written and verbal communication skills.
Expected analytical competencies
  • Able to research and analyze budgets and legislation.
  • Possesses the ability to articulate the assumptions behind recommendations and understands the complexities of competing priorities and scarce resources.
Technical Skills
  • Knowledgeable/able to learn data systems and tools available to OFM analysts.
  • Proficient in Excel and related tools for modeling, analyzing, tracking and reporting information.
  • Able to understand, interpret and use financial information.
  • Prioritizes time effectively to meet deadlines.

Desired:
  • Three years of experience as a state or local government fiscal or public policy analyst.
  • Experience working on capital budgets or capital programs.
  • Familiarity with state budgeting practices and procedures.
