Job Summary



Provide administrative assistance and support services focusing on duties associated with the administration of local, state, and federal elections and civic engagement.

Duties and Responsibilities

Coordinate administrative functions related to local, state, and federal elections.
  • Oversee and manage election management software.
  • Respond to public inquiries relating to elections.
  • Provide administrative and technical support on Election Day to election workers.
  • Test and maintain voting equipment in accordance with state and local election laws.
  • Prepare candidate filing materials and facilitate candidate filing activities, including campaign finance reporting, for local elections.
  • Organize, prepare and maintain election supplies.
  • Manage distribution of equipment and supplies to polling places on Election Day.
  • Coordinate use of facilities as polling places for Election Day.
  • Manage election records in accordance with records retention schedule.
  • Maintain confidentiality of all voter information as required by state law.
  • Maintain knowledge of all laws, rules and guidelines associated with the conduct of elections.
  • Serve as deputy city clerk for the purposes of election administration and act as head election official in the absence of the city clerk.

Recruit, train, and provide support to election workers.
  • Develop, implement, and maintain systems for the successful recruitment, hiring, and retention of election workers and temporary early (absentee) voting staff.
  • Prepare and conduct election worker training, including in-person and remote opportunities.
  • Coordinate election worker schedules and facilitate payroll.
  • Facilitate election worker communications to inform and enhance engagement.
  • Develop and oversee student election worker program.

Facilitate and support early (absentee) voting activities.
  • Utilize the State Voter Registration System (SVRS) to help in-person voters successfully cast a ballot according to absentee voting laws and guidelines.
  • Assist the public in understanding and participating in early (absentee) voting processes and procedures.
  • Coordinate and assist with day-to-day operations of early (absentee) voting services.
  • Coordinate and oversee healthcare facility voting program.
  • Assist with balancing, tracking, and managing absentee ballots.
  • Maintain a close relationship with Hennepin County Elections division to ensure continuity between office operations and quality service delivery to voters.

Facilitate and support voter education, outreach, and civic engagement activities.
  • Develop voter outreach materials and strategies to advance racial equity and inclusion.
  • Produce and maintain relevant and innovative elections and civic engagement content on city website, social media, publications, and other communications activities as needed.
  • Facilitate programs and educational events within the community to promote voter engagement and transparent elections services.

Collect, analyze and evaluate data related to elections and voter services to enhance engagement and reduce or target known barriers to participation.
  • Design and facilitate annual voter experience surveys to assess effectiveness of elections services and programs and identify barriers to voting.
  • Design and facilitate election worker surveys to assess performance on Election Day and effectiveness of training and resources.
  • Establish and track metrics to assess voter engagement and education needs.
  • Identify key stakeholders, assess needs, and recommend strategies that will enhance voter engagement and create diverse pathways for participation.

Other duties.
  • Work a flexible schedule including evenings and weekends.
  • May assist with policy research and development as needed.
  • Provide front desk coverage for the city clerk’s office.
  • Perform other duties and assume other responsibilities as assigned.

Minimum Qualifications

  • Associate’s degree in related field or equivalent experience.
  • Two years administrative office experience, including providing customer service.
  • Previous elections experience in an administrative capacity or other related experience, such as an election worker.
  • Excellent computer and technical skills.
  • Must be able remain neutral and non-partisan in all job-related activities.
  • Must be able to work independently, manage multiple tasks, be detail-oriented, meet deadlines, retain confidentiality, and work effectively under pressure.
  • Must be able to flex schedule to attend evening or weekend activities as needed.
  • Ability to physically complete all aspects of the position.
  • Ability to establish and maintain good working relationship with others.
  • Ability to communicate clearly with people from all cultures and backgrounds.
  • Demonstrated cultural competence and comfort with supporting the city’s strategic priorities related to racial equity and inclusion.

Desired Qualifications

  • Bachelor’s degree in political science, public administration, or related field.
  • Significant knowledge of election laws and procedures.
  • Experience working with State Voter Registration System (SVRS)
  • Experience administering ranked-choice voting systems.
  • Trained and certified as a Hennepin County elections administrator.
  • Training, public speaking and/or presentation experience.
  • Experience with project management or coordination of project systems.
  • Prior experience working with and serving in a highly racially diverse environment
