Job Description
The Policy Advisor will assist in managing DSNY’s policy portfolio, which includes, but is not limited waste containerization, collection and cleaning, solid waste management, diversion of recyclable materials, and sustainability.
The responsibilities will include but are not limited to:
- Manage critical policy projects and support new policies and programs to meet the agency’s goals and objectives.
- Conduct research, perform data analysis, and provide policy recommendations to support the agency’s day-to-day operations and long-term strategic goals.
- Prepare briefing materials, presentations, and memos for both internal and external use.
- Manage the creation and delivery of published reports from the bureau to ensure they align with the agency’s strategic goals.
- Represent the agency in meetings, communications, and events with critical stakeholders.
- Coordinate across the agency and with external agencies to implement and execute strategic programs.

Minimum Qualifications
1. Graduation from an accredited college with a Baccalaureate degree plus specialized training in public management and evaluation.
Preferred Skills
- 3 to 5 years of experience in an executive, managerial, or administrative capacity in the areas of policy development, program management, or executive support. - Exceptional interpersonal skills and ability to deal with a wide range of stakeholders across agency bureaus, City Hall, and public and private stakeholders. - Expertise and experience developing and articulating policy challenges, opportunities, and recommendations with consideration of operations, timeline, cost, and public policy benefit. - Excellent organizational, analytical, and writing skills. Attention to detail and ability to develop accurate written materials and ensure consistent messaging in all communications. - Excellent ability to communicate clearly and effectively in-person, by telephone, and by email, and through written correspondence able to tailor complex messages to diverse audiences including executive-level staff. - Strong proficiency in word-processing, presentation creation, and spreadsheet management, including Microsoft Office Suite, Word, Excel, and PowerPoint. - Strong familiarity with New York City, community organizations, and government agencies.

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
