Job Description

Blue Water Thinking is seeking an experienced and dedicated Policy Analyst to join our team, supporting a large project at the Department of Veterans Affairs. The primary responsibility of this position is to oversee consultant staff on customer engagement delivery and quality matters within specified guidelines. The Policy Analyst will perform a variety of complex engagement tasks that require both practical experience and advanced theoretical knowledge in policy analysis and development.

Responsibilities:

  • Lead the execution of complex policy analysis tasks, leveraging both practical experience and advanced theoretical knowledge.
  • Develop, review, and analyze policy documents, ensuring alignment with client goals and regulatory frameworks.
  • Provide expert guidance on the interpretation of policies and the impact of proposed policy changes.
  • Collaborate with internal and external stakeholders to gather information and provide policy recommendations.
  • Prepare detailed reports and presentations to communicate findings, recommendations, and potential outcomes to clients.
  • Monitor and evaluate the effectiveness of implemented policies, recommending adjustments where necessary.
  • Ensure adherence to established project guidelines, timelines, and quality standards.
  • Facilitate workshops and meetings with stakeholders to discuss policy impacts and develop solutions to policy-related challenges.

Minimum Qualifications:

  • Bachelor's Degree in Public Policy, Political Science, or a related field.
  • 5 years of experience in policy analysis or a related field.
  • Strong project management skills, with the ability to manage multiple policy initiatives simultaneously while meeting deadlines.
  • Demonstrated experience in developing, analyzing, and interpreting policy documents.
  • Excellent communication, research, and analytical skills.

Preferred Qualifications:

  • Experience working within the federal government or healthcare sectors.
  • Experience working in a Program Management Office (PMO), supporting the development and alignment of policy frameworks within structured project environments.
  • Proficiency in policy analysis software and tools.
  • Certification in project management or policy analysis (e.g., PMP, CAP).

Eligibility:

  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
  • Must be able to obtain and maintain the required federal public trust clearance for this role.

Compensation:

Salary for this position is determined by various factors, including but not limited to, location, the candidate's particular combination of knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The proposed salary range for this position is outlined below.

Salary range: $75,000 - $95,000.
