Duties
Summary
GAO's Continuous Process Improvement Office (CPIO) is looking for someone to provide executive leadership and oversight to CPIO’s projects and programs and continue to develop and expand process improvement within the agency.
Responsibilities
Heads the development and implementation of policies, processes, and systems to ensure that improvement activities follow industry standard practices for process improvement, project management and change management.
Oversees and directs projects and programs focused on improving the efficiency and effectiveness of agency operations and supervises the quality controls exercised over office initiatives and projects.
Directs change management associated with process improvements and programs.
Establishes and maintains collaborative relationships with other GAO executives and program managers to support the effective achievement of operational goals and objectives.
Directs staff composed of technical, program, and management analysts.
Serves as the Executive Director for GAO's Continuous Process Improvement (CPI) Leadership Board.
Participates in deliberations and decisions concerning management and technical issues having office-wide and agency-wide implications. Serves as an advisor to leadership on matters within assigned jurisdiction.

Technical qualifications
The technical qualifications describe the necessary professional and technical knowledge, skills, and competencies needed to successfully perform the duties of this position. If you're a federal employee, this level of experience is typically gained in a GS-14, GS-15, or equivalent-level positions.
The technical qualifications for this position are:
Led major transformation initiatives for large organizations and delivered practical and innovative approaches to improve organizational agility and performance in a knowledge worker environment, demonstrating the ability to communicate in the language of the business.
Led business process improvements in administrative and mission-oriented functions in a complex, matrixed organization.
Applied formal structured change management tools, methods, and approaches to fully understand change impacts and develop appropriate strategies for preparing the organization and individuals for change, managing resistance to change, and measuring and sustaining change results.
Applied standard project, program, and portfolio management methods including Agile and performance measurement to document and demonstrate results of process improvement and change management initiatives.
Supervised process improvement and organizational change management practitioners.
Desired qualifications
5+ years of continuous improvement experience
Six Sigma or Lean Six Sigma Black Belt certification
