Position Overview

The Public Health Data Analyst will support client engagements focused on evaluating and assessing Public Health programs, policies, and initiatives. The ideal candidate will have experience with public health financial planning and modeling, as well as data visualization and presentation tools to support policy, system, and environmental changes aimed at enhancing public health outcomes. Strong critical thinking skills are required for this role. This consultant needs to be comfortable with taking the lead on designing analyses, in addition to building tools and resources required for any analysis. Ideal candidates will also have knowledge of local public health governmental systems, the Foundational Public Health Services (FPHS), and the Cost & Capacity Assessment Tool developed for their evaluation. Key Responsibilities

  • Public Health Financial Analysis: Analyze spending gaps between current local public health (LPH) expenditures and the estimated required costs for LPH in Massachusetts. 
  • Project Management: Facilitate project planning meetings with key stakeholders to align on core objectives and deliverables related to financial assessment and public health financial planning.
  • Methodology Development: Collaborate with clients to define cost categories and drivers that impact public health decisions and programs. Use financial tools to conduct scenario planning, mapping out a range of potential outcomes and their associated costs. Develop financial models to estimate the costs of various public health scenarios, ensuring alignment with public health priorities and goals.
  • Data Collection, Validation, and Analysis: Research, collect, and analyze financial data to inform conclusions for local public health spending.
  • Data Visualization: Create graphical presentations of financial data to clearly illustrate findings and support public health decision-making.
  • Technical Writing: Prepare technical reports and plans that detail conclusions from financial analyses, identifying opportunities for improvement within public health programs based on this information.
  • Advanced Excel: Employ advanced Excel functions for data analysis and reporting, including Power Query, Power Pivot, data consolidation, transformation, and validation.

Qualifications

  • A Bachelor’s and a Master’s degree in public health, data science, statistics, or a related field are required. 
  • A background in financial forecasting, health financing, Public Health policy evaluation, health economics, or a related field is desirable. 
  • A successful candidate will have 4-8 years of demonstrable experience working with data, including financial data, and applying modeling, analysis, and planning techniques, preferably within applied public health at the local, state, or federal level. 
  • Advanced proficiency in Excel is essential. 
  • The ideal candidate will also possess excellent written and verbal communication skills, with a proven ability to manage multiple tasks effectively. 
  • Exceptional organizational skills and attention to detail are required. 
  • Experience in a consulting environment and familiarity with public health initiatives are highly desirable.

Working Conditions

  • Remote work, with occasional travel to client sites, conferences, or meetings as required.
  • Ability to work independently and as part of a team in a fast-paced consulting environment.

Compensation and Benefits

  • Expected range is $75,000 - 95,000/annually, commensurate with experience.
