Position Overview

The Office of the Chief of Staff works to maximize DCPS’ collective impact through ensuring strategic and data-based decisions, building upon DCPS successes through meaningful hiring and retention strategies, and effectively navigating citywide government partnerships.

Divisions/Teams

  • Employee Services: The Office of Employee Services (OES) supports the work of all school-based and Central Office staff to recruit, hire, retain and train high-quality employees in the areas of Benefits and Compensation, Employee Services, HR Systems Development, Strategic Staffing, Instructional Talent Acquisition and Retention.
  • Intergovernmental Affairs: advances DCPS’ legislative agenda, clearly communicates with political leadership, assists elected officials with constituent services related to DCPS, and builds the knowledge and capacity of internal colleagues to understand and navigate political and legislative developments.
  • Strategy and Performance Management: supports collaboration, alignment, and coherence across DCPS through systems and structures focused on the strategic plan.

The Analyst, Intergovernmental Affairs will assist the Deputy Chief with the coordination of DCPS’ intergovernmental functions, services and activities. The Analyst will attend meetings, communicate meeting outcomes, legislative tracking, exchanging information with various department contacts, generating reports and briefings, and responding to external inquiries.

The Analyst, Intergovernmental Affairs will report to the Deputy Chief, Intergovernmental Affairs.

Essential Duties and Responsibilities

  • Performs a wide variety of program planning and development, as well as data collection and analysis activities.
  • Reviews and analyzes performance measures and effectiveness of past and prospective programs.
  • Conducts program and administrative interviews, surveys, data analyses, and cost analyses.
  • Compiles relevant information and derives best practices for broader dissemination.
  • Researches, develops, and composes position papers, special purpose reports, and other documents for use in presentations, program development, policy formulation, data processing, and other program-specific purposes.
  • Designs and implements data preparation, processing, retrieval and storage systems.
  • Provides technical support assistance for data capture and report generation or analysis efforts.
  • Analyzes the compatibility of program requirements and implementation procedures.
  • Tracks and monitors legislative issues and maintains historical record of IGA files.
  • Attends DC Council hearings, meetings and briefings; and prepares notes/summaries to assist with agency follow-up.
  • Assists with research and the preparation of various documents, reports, presentations and materials submitted to the DC City Council and other government agencies.
  • Communicates with a variety of people, including city officials, professional staff, program administrators and constituents for the purpose of collecting data, clarifying details and compiling agency responses and other political communications.

Qualifications

  • Bachelor’s degree and one year of experience OR two years of experience (no degree requirement).
  • Master's degree preferred.
  • Previous exposure to or experience in the education sector a plus.
  • Must have exceptional organizational skills and communicate effectively both orally and in writing.
  • Must possess strong proofreading skills, including reading documents for content and context.
  • An understanding of District of Columbia government functions and an interest in education policy and legislative/local government issues.
