Summary

As a Supervisory Legislative Affairs Specialist within the Office of Legislative and Intergovernmental Affairs at NASA, you will provide executive leadership, direction, and coordination of all communications and relationships, both legislative and non-legislative, between NASA and the United States Congress, as well as state and local governments. You will supervise a staff of support employees and develop policy positions on legislative matters covering the entire scope of NASA's activities.


Duties

Supervises a staff of professional and administrative support employees and establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system.

Works to formulate plans, policies, and procedures governing NASA relations with Congress and recommends courses of action to maintain and improve these relationships as they relate to the annual authorization and appropriations process.

Ensures that the Associate Administrator and Deputy Associate Administrator, Office of Legislative and Intergovernmental Affairs, are kept fully informed of congressional activities and issues and makes recommendations to them for appropriate action.

Uses judgment, skill, experience, and expert knowledge to develop communication strategies for priority programs regarding the nation's space program, requiring personal contact and discussion with members of Congress and their senior staff.

Advises senior officials internally and externally with respect to legislative activities which would affect NASA and with respect to the adequacy and propriety of existing NASA policy relative to proposed legislation.

Refers proposed legislation to the offices within NASA having jurisdiction over the program which would be affected by the proposed changes in the law for substantive review and comment.

Participates in congressional hearings relating to policy matters of interest to NASA, serving as the coordinating point with the Agency to ensure cooperation with committee members and staff and the most positive presentation of the Agency's views.

Performs a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.
