Graduate degree may be substituted for one year of the relevant work experience.Knowledge and experience with transportation policy and State budget process are highly desirable.Must have strong written and oral communication skills.Ability to multi-task and work in a fast-paced and confidential environment under tight deadlines is essential.

The duties that the incumbent of the vacancy will be expected to perform. Duties Description This position serves to advance the Governor’s transportation agenda, in particular through oversight of New York State’s transportation agencies and authorities, legislative and policy formulation, negotiations with priority project partners, and stakeholder collaboration. This position reports to the Deputy Secretary to the Governor for Transportation.Responsibilities: Conducts oversight of New York State’s transportation agencies and authorities, including the Department of Transportation, the Department of Motor Vehicles, the Thruway Authority, the Metropolitan Transportation Authority, the Port Authority of New York and New Jersey, and/or the Gateway Development Commission.Works with the transportation team in the Division of Budget regarding funding programs and initiatives, including participation in budget and legislative negotiations.Consults with local, state and federal governmental entities and non- governmental transportation agencies, organizations and stakeholder groups.Prepares position papers, memorandums and complex correspondence, conducts special studies, and assists in the development, implementation and review of new policy initiatives.Attends meetings, site visits, seminars, conferences and conventions in Albany, New York City, or around the State.Acts as liaison to senior staff at state transportation agencies.Reviews and authorizes rulemakings and other regulatory actions.Prepares and reviews briefing materials, legislative proposals, budget initiatives, speeches, and other materials.Performs related duties as requested.
