State and Local Legislative & Community Affairs Representative

The State and Local Legislative & Community Affairs Representative, reports to the Director of Legislative Affairs & State and Local Government Relations within the Corporate Government Relations organization. The Representative is responsible for managing all community and local affairs within the state of Utah. This is accomplished through internal and external strategy development and external outreach and community relationship development. The Representative will be a focal point for various local associations and coalitions, and be responsible for managing local requests for assistance. The individual will also be required to engage with a variety of community leaders in select states, developing relationships with key individuals. The Representative will attend meetings / briefings in order to be fully informed on various company issues and is charged with staying abreast of State and local policies and initiatives within the state of Utah and other states as required that will affect the company. In coordination with sectors and corporate representatives, this person will be responsible for facilitating visits to Northrop Grumman facilities and ensure community inquiries are responded to. Travel will be required. Consistent attention to developing productive relationships with key stakeholders in the state and with company personnel is essential.

Basic Qualifications:

Bachelor's degree and 6 years of related experience or a Master's and 4 years of related experience.10 years of experience accepted in lieu of exp./degree

Established relationships within the local Utah community along with experience in a local government or community relations role. An understanding of state and local environment is required. This includes extensive exposure to broad-based issues including the legislative and political process and environment, and an understanding of the factors affecting state and local government policy developments. Experience communicating with local government and community leaders in Utah is required.

The ability for strategic thinking as well as demonstrated abilities in setting and meeting objectives, while reacting within a growing and changing internal and external environment are a must. The ability to synthesize complex problems/public policy issues while identifying their related business implications and the actions necessary to advocate a recommended outcome is essential.

A high level of confidence, integrity, and a hands on approach to problem solving are required, as well as a professional presence for interacting with and influencing public policy decision makers, senior management and executives internal and external to the company. Must be flexible and demonstrate strong judgment/decision-making skills, and political acumen. A strong commitment and ability to work cooperatively in a team environment is paramount. Excellent organizational, verbal, and written communication skills, as well as project management, analytical, planning, presentation and human relations' skills are required. The demonstrated ability to build and foster effective relationships with others is critical.
