Breakthrough Energy is seeking a dynamic and experienced Innovation Policy Manager to join our U.S. Policy and Advocacy team. This role is pivotal in advancing our strategic policy priorities in clean energy innovation, industrial and building sector decarbonization, and adoption of emerging clean technologies both domestically and internationally. The ideal candidate will bring a wealth of knowledge in climate and energy policy, some experience with emerging clean technologies, proven experience in managing complex projects, and a passion for driving impactful change through policy development and advocacy. This position is based in Washington, DC and will report to the Director, U.S. Policy and Advocacy.

Key Responsibilities:

Policy Strategy and Research:

  • Develop and execute policy strategies to accelerate the commercialization and adoption of clean energy technologies in the US and globally, and to accelerate progress in industrial decarbonization, embodied carbon accounting, and other clean energy sectors.
  • Conduct in-depth analysis and assessment of policy proposals, legislative opportunities, and administrative actions to support decarbonization and energy innovation.
  • Collaborate with stakeholders to develop and refine policy ideas and proposals in support of clean energy development and deployment.
  • Monitor and analyze federal policies, legislation, and programs, and develop advocacy campaigns to shape and advance these in alignment with organizational priorities.

Program Management and Coordination:

  • Oversee a diverse portfolio of grants and contracts, ensuring effective execution and alignment with Breakthrough Energy’s strategic goals.

Stakeholder Engagement and Advocacy:

  • Foster and manage relationships with think tanks, NGOs, trade associations, and other key stakeholders to support policy advocacy efforts.
  • Engage with the Breakthrough Energy network of portfolio companies and private sector partners to inform policy strategies and increase awareness of relevant incentives and opportunities.
  • Represent Breakthrough Energy in external forums, including interactions with Congressional committees and federal agencies, to advocate for clean energy and decarbonization policies.
  • Collaborate with research partners, external advocacy partners, and other stakeholders, including businesses, NGOs, governments, and academic institutions, to advance clean energy initiatives.

Communication and Outreach:

  • Develop high-quality written communications, including reports, presentations, and policy briefs, for both internal and external audiences.
  • Create materials that effectively represent Breakthrough Energy’s positions and priorities, ensuring clarity and impact.
  • Support efforts to expand the organization’s outreach and visibility in the clean energy policy community.

Requirements

  • Master’s or doctoral degree in science, engineering, public policy, or a related field preferred; bachelor’s degree and experience in related fields required.
  • Significant professional experience in climate/energy policy is required, with a strong focus on industrial decarbonization, international energy policy, clean energy innovation, or closely related areas preferred. At least 4 years of relevant professional experience preferred (or at least two years after doctoral training).
  • Deep understanding of federal politics, legislative processes, and administrative actions related to climate and energy policy.
  • Proven track record in managing complex projects and delivering results on time with minimal supervision.
  • Ability to adapt to a fast-paced and evolving work environment, demonstrating flexibility and resilience as the organization grows and individual roles shift.
  • Excellent judgement and comfort operating in ambiguous environments.
  • Exceptional relationship-building skills, with the ability to collaborate effectively across diverse stakeholders and perspectives.
  • Strong analytical and critical thinking abilities, with a keen attention to detail.
  • Excellent writing and communication skills, with experience creating impactful policy and advocacy materials.
  • Occasional travel may be required to support advocacy efforts and stakeholder engagement activities.
  • Proficiency in Microsoft Office Suite, including PowerPoint, Word, Excel, and Outlook.

The starting salary range for this position is $120,000 to $150,000 annually. Salary offers within this range will vary depending on several factors that include but are not limited to education, experience, skills, relevant certifications, and other qualifications. Employees may also be eligible for bonuses based on individual performance.
