Job Description:
Join the Oregon Department of Land Conservation and Development (DLCD) as a Housing Policy Analyst in our Housing Division. The incumbent is expected to research and analyze the development of state programs and policies that best implement the principles of Statewide Planning Goal 10 – Housing, the Oregon Housing Needs Analysis, and Fair Housing. The incumbent will use this research and analysis to work with local governments in adopting and amending land use plans and codes involving housing to minimize and eliminate barriers to increase housing production, affordability, and choice. It is advantageous for the occupant of this position to have lived or professional experience in these historically and current underserved and under-resourced communities. It is also advantageous for the occupant of this position to have fluency in Spanish or other languages that will facilitate communication with communities that have limited English proficiency so as to more fully bring these partners’ perspectives into housing planning in Oregon.

A day in the life. As the new Housing Policy Analyst you will:

Managing technical assistance to local governments in Oregon to plan for sufficient housing supply, sufficient affordable housing supply, and increased equity of housing outcomes for marginalized and excluded communities.

Assisting local governments in completing obligations under Statewide Planning Goal 10 – Housing including updating housing capacity analyses as required by OAR 660-008 and reviewing submitted analyses for compliance with state statutes and rules.

Assisting local governments in completing housing production strategies as required by OAR 660-008 and reviewing submitted strategies for compliance with state statues and rules

Supporting Housing Division staff in the audit and remedy of local government barriers to housing production, affordability, and choice as directed under the Housing Acceleration Program described in OAR 660-008

Research policy issues related to the tasks listed above and review the work of technical consultants on these issues.

Work and coordinate with interested parties, other state agencies, and local governments on these issues, with an emphasis on engaging historically and currently underserved and under-resourced communities in discussion of draft and revised program approaches.

Minimum Qualifications
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; AND two years professional-level evaluative, analytical and planning work.
OR
Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification

We’re Also Looking for:

Ability to solve a variety of planning problems relating to implementing statutory and administrative rule provisions for sufficient housing supply, sufficient affordable housing supply, and increased equity of housing outcomes for historically underserved and under-resourced communities.

Through education and experience, knowledge of housing issues and problems at the local, state, and national level to the assigned work.
-
Education and experience to determine appropriate methods of research for individual projects
-
Proficiency in writing to prepare technical memos, formal correspondence, bulletins, model ordinances, and other explanations to assist local governments.

Oral presentation skills sufficient to conduct or assist in conducting training sessions, technical workshops, and public forums.
-
Ability to develop and maintain relationships with community and regional leaders to identify and resolve problems or issues involving housing that DLCD can reactively or proactively address.

Lived or professional experience serving individuals from historically and currently underserved and under-resourced communities.

Spanish language fluency. Individuals with fluency in other languages are also encouraged to apply.

The salary listed is the non-PERS qualifying salary range. If the successful candidate is a PERS participating member, they will have the base salary increased by 6.95% and pay the 6% employee contribution to PERS. Successful candidates who are not yet a PERS participating member, will receive the 6.95% pay increase and begin the 6% employee contribution upon participating in PERS. DLCD employees are eligible for step increases on an annual basis, up to the top of the classification salary range.
