Position Summary
The Federal Regulatory Affairs Director - Energy provides leadership on policy advocacy, and strategic planning to Duke Energy on federal regulatory issues. Establishes and maintains effective working relationships with federal regulatory agencies, including (but not limited to) the Federal Energy Regulatory Commission (FERC). Collaborates with Duke Energy management and various business unit personnel (e.g., energy policy, regulated utilities, gas operations, renewables, energy delivery, compliance, corporate communications, and legal) in identifying and prioritizing federal regulatory issues of concern to the company and formulating single company positions related to those issues. Communicates and advocates the company’s positions to federal regulatory agencies. Serves as a primary liaison and point of contact with the federal regulatory agencies.
Responsibilities
  • Establishes and maintains strong, effective and positive working relationships with federal regulators, officials and agency staffs:
    • Serves as primary point of contact with federal regulatory agencies, including (but not limited to) FERC. Engages Duke Energy management, as appropriate, to advance company goals.
    • Appropriately communicates Duke Energy’s positions, energy policies and related information to federal regulators and agencies.
    • Effectively supports internal company efforts to ensure that Duke Energy achieves and maintains a strong culture of federal regulatory compliance.
  • Coordinates with internal Duke stakeholders to develop, plan and implement regulatory policies, positions, and strategies that are favorable to our customers and company:
    • Coordinates with various internal departments and businesses to review and formulate single company positions on proposed federal energy and financial regulations and policy actions.
    • Assists in the development and prioritization of business plans and policy strategies in light of current and anticipated federal regulatory developments.
    • Develops and maintains close working relationships internally with the various departments and businesses to provide feedback and insight into regulatory priorities and positions.
    • Assists with federal permits and approvals for critical infrastructure projects.
  • Gathers, evaluates and disseminates to internal company stakeholders timely information regarding federal regulatory trends, developments, and emerging issues that may impact our customers and company:
    • Remains well informed of significant federal regulatory trends and developments affecting the company, including proposed energy and financial regulations.
    • Monitors federal regulatory proceedings, meetings, issuances and filings to identify policy issues that could affect Duke Energy’s regulated and commercial businesses. Communicates those policy issues and developments to internal company stakeholders.
    • Informs management of the current federal regulatory climate; provides advance notice of important regulatory developments; seeks management input on key issues; and keeps management informed on progress.
  • Enhances Duke’s visibility and leadership within industry trade associations and coalitions to ensure that Duke’s interests are sufficiently supported and represented:
    • Maintains good relations with industry trade associations of which the company is a member, other business organizations and corporate offices to assure the flow of current, accurate industry information.
    • Ensures the policies and positions of Duke Energy are effectively communicated directly and through trade associations and industry coalitions to federal regulators and policymakers to affect favorably regulations that impact the company.
Basic/Required Qualifications
  • A bachelor’s degree political science, public policy, economics, business, finance or other applicable field
  • 10 years of directly-related work experience with at least five (5) years of experience working for a Congressional member, committee or the administration
Desired Qualifications
  • Master’s degree in public policy or economics, MBA, or Juris Doctorate
  • 10+ years of federal energy regulatory and/policymaking experience
  • Significant experience with FERC and other federal regulatory agency staff, processes and policies
  • Demonstrated ability to work/collaborate in cross-functional team settings
  • Demonstrated ability to communicate complex topics to business, governmental and general audiences
  • Demonstrated ability to develop and execute advocacy plans (in or out of government)
  • Onsite Mobility Classification – Work will be performed at a company facility.
