Responsibilities
The Deputy Associate Director (DAD) for the International Affairs Division (IAD) administers the functions of the Office of Management and Budget (OMB) regarding U.S. diplomatic and consular activities, foreign military and economic assistance, U.S. participation in international agencies, international trade and finance, and U.S. information and cultural exchange programs.
The incumbent directs the formulation and administration of policy and budget issues for these assigned areas of responsibility, assists in formulating fiscal and budgetary policy for and applies such policy to such programs, advises on formulation and approval of legislation and on development of Executive Orders, and stimulates and helps to develop improvement in the management of the programs.
Directs IAD staff participation in National Security Council (NSC) Interagency Policy Committee meetings and preparation of briefing materials for OMB policy level participation in NSC Deputy Committee and Principals meetings.
Plans OMB's work program in assigned areas determining the policy issues and problems which require attention, developing the outline, scope and schedule of studies and other special projects, defining the needs for new legislation, and arranging joint endeavors as required with OMB and executive branch agencies.
Organizes and staffs IAD, determining the shifts of staff from one unit to another.
Guides and gives general direction to branch chiefs in the formulation and administration of policy and budget issues for assigned programs. Counsels with the Associate Director and with the Budget Review divisions on the formulation of budgetary and fiscal policy. Resolves major program issues and advises the Director on those issues which require definitions of policy or which warrant reconsideration of existing policy.
Guides and gives general direction to branch chiefs in improved planning, organization, coordination and management of programs. Counsels on reorganization proposals, on clarification of relationships among programs, and on other management improvement activities.
Works with the Legislative Reference Division on the formulation and approval of legislation relative to assigned programs.
