Summary

This position is located in the Division of Depositor and Consumer Protection, Policy and Research Branch, Supervisory Policy Section 2 of the Federal Deposit Insurance Corporation. Serves the Division to develop, coordinate, and monitor consumer protection policy, supervision, examination, and regulatory matters related to emerging technologies.

At the full performance level, major duties include:


As a Senior Policy Analyst (Emerging Technology/Compliance), the incumbent assists the Branch in a wide variety of duties and responsibilities regarding consumer protection-related supervision, policy, and regulation functions pertaining to the use of emerging technology by financial institutions. As a subject matter expert regarding emerging technology and its impact on consumer protection policy, the Senior Policy Analyst (Emerging Technology/Compliance) will assist Branch and Division management and staff with understanding, evaluating, and addressing how new and complex emerging technology activities, risks, and trends may affect consumer, banks, and DCP.

Serves as a subject matter expert in consumer protection laws and regulations supporting the evaluation, development, and implementation of consumer protection regulation, policy, and examination and enforcement policies and procedures relating to FDIC supervision and examination of financial institution use of technology to deliver products and services to consumers and communities.

Represents the Division in FDIC-only and interagency development of regulations, policy statements, supervisory guidance, and examination instructions regarding emerging technology and innovation initiatives with regard to consumer protection implications relating to financial institutions and consumer compliance related service providers (CRSPs). Develops supervisory concepts, principles, standards, and methods addressing the use of emerging technology by financial institutions.

Serves as an expert in the use of emerging technology in banking and financial services and related innovation initiatives in the financial services industry, including, for example, digital assets, distributed ledger technology, electronic and mobile payments, artificial intelligence and machine learning, banking-as-a-service (BaaS), application programming interfaces (APIs), consumer-authorized data sharing, third-party digital deposit programs, or third-party lending programs and how they intersect with consumer protection laws, regulations, and policy.

Leads and coordinates special projects involving in-depth analysis of issues related to consumer protection policy and the mission of DCP and the Corporation, to include the analysis of risk of consumer harm presented by the use of new technology by financial institutions, including those involving third-party service providers. Provides DCP and FDIC staff with technical assistance in the review and assessment of technology developments as they relate to consumer protection supervisory functions, including evaluating the use of emerging technologies and how they affect FDIC supervised institutions’ abilities and efforts to comply with consumer protection law and regulations.

Reviews and evaluates legislative proposals, other studies, reports and proposals regarding financial technology and consumer compliance matters.

Coordinates with internal stakeholders, including staff from the DCP Examinations Branch and the Division of Risk Management Supervision, and, as appropriate with the Consumer Financial Protection Bureau (CFPB) and federal banking agencies. Acts as liaison and participates in meetings and other activities with FDIC consumer compliance examiners, other FDIC Divisions, other federal bank regulatory agencies, state regulators, other government agencies, trade associations, consumer groups, and other private and public institutions on consumer compliance matters.

Assumes a leadership role in conducting the duties and responsibilities of the position. Provides related authoritative advice and assistance to the Division’s senior management, and other Washington and Regional Office staff as necessary. Prepares comments, correspondence, presentations and speeches, as needed, regarding emerging technology issues.
