Jewish Vocational Service (JVS) was established in 1949 to help Holocaust survivors, refugees and those returning from WWII. Since that time, JVS has invested in individuals and families, helping them build better lives in the United States. JVS is one of the major refugee resettlement organizations in the Kansas City metropolitan area. Rooted in their core value that all people have intrinsic worth and dignity, JVS engages, encourages and empowers people to achieve social, cultural and economic integration in our community through the organization’s programs in workforce development, community integration and health and wellness. In 2023, JVS will serve thousands of people and welcome almost 400 refugees to the Kansas City area in addition to over 700 other immigrants. JVS seeks a highly qualified professional to fill the role of Chief Program Officer. This position is a member of the executive leadership team, and the person who fills this role will be critical to the continued success of JVS and the service it provides to our refugee and immigrant population.
Position Summary
A member of the leadership team reporting to the Executive Director, the Chief Program Officer will assist in the development of the strategic vision for JVS, and working collaboratively with leadership, board and staff, this team member will help implement the strategic plan. The Chief Program Officer is responsible for ensuring the delivery of high-quality client services in 11 different programs. Responsibilities include program delivery, staff management, development and training, data management and outcomes measurement, and board relations. Direct reports to the Chief Program Officer include the Director of Community Integration, who is responsible for programs in refugee resettlement, employment and case management; Director of Health & Wellness, who is responsible for programs that provide physical and mental health services, navigation, and education to refugees and immigrants; the Manager of Immigration Legal Services, and the Manager of Language & Cultural Services.
Responsibilities
Responsibilities of JVS’s Chief Program Officer include:
Program Delivery
- Ensure that all program activities operate consistently and within the mission and values of JVS.
- Develop and implement strategies to maximize coordination among program areas.
- Assist grant manager in developing and reviewing grant proposals.
- Represent JVS to community partners with a focus on increasing formal and informal collaboration.
- Develop advocacy agenda and engage in efforts to promote policy that improves the lives of the communities served by JVS.
Staff Management
- Collaborate with the HR manager to provide orientation and training of all staff members.
- Implement a professional development program to create an environment of continuous learning.
- Reinforce a sense of accountability among team members; highlight consistent and shared individual and organizational performances.
Data Management
- Ensure consistent and agency-wide use of databases to track service delivery activities.
- Using data and other information, develop and implement assessments and reports to demonstrate impact of service on JVS clients.
- Using data, assist various constituencies, including funders and board, on how to understand program impact and identify areas for improvement.
Board Relations
- Communicate with board members on program outcomes, strategic planning process, partnership status and other service delivery topics.
- Staff the program committee of the board and its subcommittees, as well as staff ad hoc committees and task forces as needed.
- Cultivate relationships with current, past or prospective board members who can contribute to continued strength and improvements of JVS programs.
Perform other duties as assigned by the Executive Director.
Professional Qualifications and Personal Characteristics or Attributes
- B.A. required, M.A. preferred, in social work, counseling, education, nonprofit management or related fields
- Passion for, and knowledge about, the nonprofit sector, in particular agencies that work with vulnerable populations
- At least 3 years’ experience in supervising others, preferably those in management roles
- At least 5 years’ experience working with vulnerable populations, preferably refugees and immigrants. At least 2 years’ experience in direct service/case management
- Experience in change management and a desire to assist in helping grow an organization
- Ability to manage multiple complex and collaborative projects simultaneously
- Demonstrated commitment to racial justice, equity, and inclusion
- Valid driver’s license with classification appropriate to operate JVS vehicles, valid auto insurance, clean driving record with no moving violations within the past three years
Compensation and Benefits
The salary range for this position is $90,000 - $100,000. JVS offers a competitive benefits package, including PTO, health insurance and retirement benefits. The Chief Program Officer will find a positive, engaging, and multi-cultural work environment.
