Job Description
This position is located in the District Department of Transportation (DDOT), Office of External Affairs, Policy and Legislative Affairs Division (PLAD).
The incumbent serves an advisor to the Chief of External Affairs, the DDOT Director, and other DDOT and D.C. Government officials in the formulation, development and execution of matters pertaining to the complex legislative and policy issues of the agency.
Duties and Responsibilities
As the Policy Analyst for DDOT, you will analyze new or proposed legislation, regulations, and policies to determine impacts on agency program operations and management. The Policy Analyst will make appropriate recommendations relating to the implementation of such proposed legislation, and assist the PLAD Manager with strategic planning, development of policies and regulations, and coordinating events and activities for the agency with the general public, various constituencies, and municipal entities.
The successful candidate for this position will interpret a wide range of policies and plans, develop, and coordinate special projects and programs to ensure that projects are carried out in a timely manner, and in accordance with established policies and procedures. The employee will also prepare responses for management review to a variety of inquiries received from other District government officials, the general public, and numerous outside representatives, regarding the implementation of DDOT services.
Qualifications and Education
Individual must possess at least one (1) year of specialized experience equivalent to the grade level of 12. Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience may include: implementation of transportation legislation and regulations, promoting program initiatives, document preparation, review and examination of legislative reports, tracking of legislative development, identification and integration of key issues, and ability to interpret, analyze, critique and analyze draft legislation; or similar work experience.
A Master's degree or progressive experience and training equivalent to a Master's degree or knowledge acquired through education or training equivalent to a Bachelor's degree is preffered.
Licenses and Certifications
Must possess and maintain a valid driver's license and have an acceptable driving record.

The position has been deemed security-sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
This position is classified as an essential/emergency position under the provisions of the District Personnel Manual Chapter 12. As such, the incumbent is required to serve in emergency situations to perform critical duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early.
Incumbent may be required to work weekends, evenings, and in on-call situations.
