About you and this role
The Policy/Issues Leader is a member of the Government Affairs team and supports the business-critical efforts of the company. This role assists with the development of public policy positions by proactively facilitating the development of geographic public policy strategies to advance the objectives of corporate public policy priorities, manages a portfolio of issues of focus and importance to the Company, and serves as messaging focal point for the North America GA team. This role will work on the development of executive briefings of a political / policy nature working closely with the policy and advocacy teams, as well as subject matter experts. The position will report to the Vice President of Government Affairs and Advocacy, North America and will be based in Washington, DC.
Responsibilities
- Follow developments in active policy discussions, reviewing legislative and regulatory proposals, engaging with trade associations as requested by the lobbying team, preparing briefings that include Dow’s positions and key messaging.
- Provides key input to the creation of advocacy strategies on issues at the federal and state levels.
- Evaluate the agendas and priorities for key committees of jurisdiction on an assigned policy portfolio.
- Expected to interface with policymakers as well as with Dow’s businesses and functional partners (ITO, EHS&S, ES&S and others), trade associations and think tanks to recommend a thoughtful Dow position on a policy matter.
- Write, maintain, and refresh associated messaging as needed.
- Monitor relevant legislation, regulation, or Executive Orders for impact on Dow (employees or assets), suppliers, partners, or customers.
- Accountable for writing GA/policy-related executive briefings with contributions from subject matter experts in GA, our businesses, and functions.
- Support DC team in analysis and drafting position papers and briefings where necessary.
- Effectively communicate information on policies under consideration, determine their impact on the company and develop policy positions to support advocacy efforts.
- Serve as the messaging focal point for North America Government Affairs to promote Dow’s policy positions to key government stakeholders.
- Develop and deploy policy-focused Dow content materials including issue backgrounders, policy statements, infographics in support of Dow’s advocacy strategies (i.e. one pagers).
- Provide messaging support to DowPAC, Dow’s employee political action committee, and to Dow Action Network for Dow’s grassroots engagement.
Qualifications
- The position will be based in Washington, DC.
- A minimum of a Bachelor's Degree OR relevant military experience at or above a U.S. E6 ranking OR Canadian Petty Officer 2nd Class ranking is required.
- A minimum of 6 years of Capitol Hill press or policy development experience required with 8-12 being preferred.
- Exceptional interpersonal and communication skills are essential.
- Experience writing and delivering messaging is absolutely necessary.
- Must have the ability to manage tight deadlines and prioritize workload effectively.
- Analytical skills and statistical reasoning are necessary.
- A minimum requirement for this U.S. based position is the ability to work legally in the United States. No visa sponsorship/support is available for this position, including for any type of U.S. permanent residency (green card) process.
