UPS Government Affairs Territory Leader

Job Summary: The Government Affairs Territory Leader coordinates UPS interests with legislative and regulatory authorities to influence legislation and regulatory policy benefiting the business needs of the company in some of the states in the western region, including California. The Territory Leader will oversee the development and management of relationships with government officials and will directs external consultants. He/She also lobbies government officials to support UPS’s strategic business and policy priorities. The Government Affairs Territory Leader position informs stakeholders about Public Affairs activities and objectives. This position may manage others within the department. The position will based be in Sacramento, California and the level will be determined based on skills/experience.

This is a full-time position reporting to the Senior Vice President and Managing Director of State Public Affairs and will work closely with other Public Affairs team members in the development and implementation of sophisticated legislative strategies at the state level. Prior state legislative and political experience and a strong understanding of complex policy issues are required.


Responsibilities:


Manages Legislative and Political Association Relationships

  • Utilizes association relationships to advocate on public policy issues to protect the UPS brand.
  • Develops and maintains relationships with industry associations and think tanks to ensure UPS’s interests are addressed.
  • Serves as a leader in organizations to ensure that UPS issues are prioritized. 


Utilizes Legislative and Regulatory Processes

  • Determines legislative priorities and how Public Affairs can best engage government officials to influence outcomes favorable to UPS.
  • Participates in legislative and regulatory hearings to positively impact outcomes that affect UPS.
  • Develops position papers for Members of Congress to ensure UPS’s position is articulated accurately.


Manages Government and External Relationships

  • Works with government officials and legislative staff members to educate them about UPS's business and issues.
  • Utilizes the political process to impact the legislative and regulatory processes.
  • Uses information on Congressional committee assignments and the elected official's role to prioritize the relationship-building activities.

 

Demonstrates Industry Leadership

  • Serves in a leadership role in external advocacy organizations to represent Public Affairs.
  • Analyzes positions of government and industry officials to determine key players on assigned legislative and regulatory issues.
  • Evaluate pending legislation and regulations to recommend UPS’s policy position.
  • Develops research and scholarship to help UPS support advocacy efforts.
  •  Manages advocacy campaigns in support of UPS’s legislative and regulatory agenda.


 Leads and Develops Staff

  • Identifies individual and team skill gaps and developmental opportunities (e.g., training, special assignments, projects, etc.) to facilitate individual and team development.
  • Ensures that direct and indirect reports have documented, strategically aligned career goals and detailed plans for achieving goals to advance the development of their personal and professional growth.
  • Holds others accountable to established performance levels to achieve individual and group goals and maintain consistent practices across the organization.
  • Resolves individual and group performance issues per UPS’s policies and procedures promptly to motivate and foster teamwork.
  •  Mentors others and provides ongoing feedback and support to improve performance as they take on greater responsibilities.
  • Identifies opportunities to involve others in new and challenging work assignments that advance the skills and capabilities of individuals and the organization.
  • Makes strategic decisions about the lateral movement and promotion of people to develop skills and fill key positions.


 Basic Qualifications


Education

Bachelor's Degree or Intl Equivalent – Required

Master’s Degree- strongly suggested or commensurate work experience


Other requirements

  • At least 4-6 years of experience serving in a legislative role in the government or working directly on public policy issues for corporate clients.
  • Direct policy experience in employment/labor advocacy.
  • Thrive under pressure and have a proven ability to achieve hard-fought policy outcomes.
  • Possess a deep understanding of government relations, including effective lobbying strategies, grassroots organizing, and the mechanics of policymaking.
  • A strong strategic thinker with polished written and oral advocacy skills.
  • Organized, collaborative, and action-oriented.
  • Willing to travel.
  • Self-starter; you’re intrinsically motivated but also a good team player.
  •  Ability to work well under pressure and multi-task effectively and independently are critical to job success.
