Job Title: Director of Policy

Location: Washington, DC (Hybrid work flexibility considered)

Employment Type: Full-Time, Exempt

Salary: $130,000–$160,000 annually, commensurate with experience

Reports To: President & CEO

Position Overview:

The Director of Policy is a senior leadership position responsible for driving Eno's policy research initiatives, providing actionable recommendations for stakeholders, and expanding the organization's funding capabilities. This individual will leverage their expertise across multiple transportation modes and their ability to conduct independent, high-impact research to shape the future of transportation policy. The role also includes managing a high-performing policy team, engaging with stakeholders, and identifying trends to inform strategic direction.

 

Key Responsibilities:

 

Research and Policy Development (40%)

  • Lead and manage Eno’s multimodal transportation policy initiatives, delivering expert analysis, data-driven insights, and pragmatic recommendations.
  • Produce high-quality publications, including contributions to Eno Transportation Weekly.
  • Utilize public and private sector data to analyze complex transportation issues, construct data files, and deliver actionable findings.
  • Collaborate with the Professional Development Program team to integrate policy insights into training materials and presentations.

 

Project Concept Generation and Funding Development (20%)

  • Identify and develop innovative research projects and funding opportunities in alignment with Eno’s mission.
  • Work closely with the Chief of Development to draft proposals and secure grants, sponsorships, and other financial support.
  • Drive independent research and lead industry workgroups to enhance Eno's membership and funding base.

 

Team Leadership and Organizational Management (15%)

  • Supervise, mentor, and provide performance feedback to policy staff and contractors.
  • Oversee team onboarding, professional development, and annual reviews.
  • Manage project budgets and contribute to organizational financial oversight.

 

External Engagement and Advocacy (10%)

  • Represent Eno at public forums, webinars, and media engagements to promote the organization’s policy findings and thought leadership.
  • Moderate policy webinars and participate in meetings with partners to refine research themes and strategies.

 

Networking and Stakeholder Relationships (10%)

  • Maintain and cultivate relationships with industry leaders, policymakers, and researchers.
  • Identify opportunities to elevate Eno’s presence within and beyond the transportation sector.

 

Professional Development (5%)

  • Actively participate in personal and professional growth initiatives to stay at the forefront of transportation policy trends and practices.

 

Qualifications:

  • Bachelor’s degree in transportation planning, public policy, economics, or a related field (Master’s degree preferred).
  • A minimum of 6 years of professional experience in transportation or a policy-oriented environment, with a focus on multimodal systems.
  • Demonstrated success in independent research, including publication of high-impact reports or articles.
  • Proven track record in developing and securing funding through grants, sponsorships, and partnerships.
  • Strong leadership experience, including supervision and professional development of team members.
  • Exceptional communication skills, both written and verbal, with a demonstrated ability to present complex ideas to diverse audiences.

  • In-depth knowledge of transportation policy at federal, state, and local levels.
  • Ability to navigate politically sensitive topics with a non-partisan and evidence-based approach.
