The Office of the Secretary of State (OSOS) offers some of the most unique and diverse job opportunities in state government. The Executive Office is critical to the success of all major OSOS services and responsibilities through general oversight and leadership, the development of public policy, legislative relations, and external communications.Policy Analyst, Program Specialist 3Full-time, PermanentThe Legislative Policy Analyst reports to the Legislative Director and coordinates services and resources, acts as a liaison, and conducts policy research on behalf of the Legislative Director. This position will support the Legislative Director by providing research, interpretation and review of policy and its impacts on the function of all programs of the OSOS. It will plan, organize, and conduct engagement with internal and external stakeholders of OSOS policy, and coordinate the flow of up-to-the-minute information from relevant engagements made by OSOS executives and staff. In addition, the Legislative Policy Analyst is charged with overseeing the agency’s Emerging Legislative Leader Program and engaging with prospective interns and pages to promote interest and educational opportunities in government.At the direction of the Executive Management team or Legislative Liaison, this position assists with special projects related to agency performance and the achievement of the agency's mission.

EXAMPLE OF DUTIES
DutiesAnalyze PolicyTracks the status of bills, amendments, and agency positions on legislation; compiles the information in a format that is easily and readily accessible to the Secretary and executive leadership team.Reviews and interprets policy and application in consultation with division leadership and all policy areas relevant to the OSOS.Conducts qualitative and quantitative research on policy issues to inform the agency’s future policy initiatives.Identifies relevant trends, impacts, and implications of existing and proposed policies.Collaborates with stakeholders to gather input and feedback on policy initiatives in coordination with the Legislative and Policy Directors.Drafts reports, briefs, and policy documents for internal and external distribution.Collaborates with division and executive leadership to determine legislative impacts on policies, procedures, and regulations; identifies OSOS program needs through gap analysis; and develops courses of action to support office policy goals.Monitors the policy and fiscal committees; provides updated schedules for bill hearings and work sessions relevant to the OSOS. Regularly communicates with the Secretary, OSOS executive leadership team, division leadership, and program leaders to foster shared understanding of the legislative environment.Assists with policy special projects, as directed.Anticipates office need, gathers pertinent information in advance, and schedules meetings in-person or virtual with Legislators, staff, other elected officials and committee hearings for Policy and Legislative Directors.Meets with Legislators and their staff in either independently or in coordination with the agency Policy and Legislative Directors and/or other OSOS leadership.Provides live testimony on behalf of the OSOS, as needed.Directs the Emerging Legislative Leader ProgramDevelops and maintains external relationships and sourcing pipelines that produce candidates for legislative internships at the agency.Creates and distributes marketing materials to inform prospective interns of opportunities at OSOS; develops distribution strategy.Engages prospective legislative interns to promote future opportunities.Establishes and maintains the standard operating procedures to engage, inform, and attract prospective interns.Develops internship curriculum in coordination with the OSOS Legislative Director and Policy Director.Manages the agency’s Page Program; assigns pages to meaningful legislative experiences that promote the goals of the program; ensures pages comply with curriculum requirements (ex. Page School attendance).Liaises with the Secretary of the Senate and Secretary of the House designees to ensure the agency fulfills its logistical and contractual obligations to participate in the Page Program.MiscellaneousLeads the Office’s continuity of operations (COOP) efforts to ensure plans are current; maintains enterprise awareness of COOP status to inform update intervals.Develops and maintains the new employee welcome event with the executive leadership team; establishes the standard operating procedure to ensure this event is regularly occurring and aligned to the Secretary’s vision.Conduct bill chaptering activities for the Office to include liaising with the Code Reviser; develop and maintain standard operating procedures to facilitate continuity.Other duties as assigned.

SUPPLEMENTAL INFORMATION
WORKING CONDITIONSThe incumbent will work primarily in an office environment with standard office equipment. This position requires sitting at a computer for long periods of time. The standard work hours are Monday-Friday from 8:00 AM to 5:00 PM with the ability to work irregular hours and weekends on short notice as needed to support business activities. Must be willing and able to work beyond standard work hours as requested, especially during legislative sessions. Frequent short trips to legislative offices and committee hearing rooms during the legislative session and special committee days. Occasional local and statewide travel may be required with overnight stays. Ability to move and maneuver objects weighing approximately 30 lbs with or without reasonable accommodation.
