POSITION SUMMARY:
The Program Director is responsible for the day-to-day management of a 24 hour/day youth shelter focused on providing crisis intervention, assessment, case management, family reunification and counseling services to adolescents (ages 12-17) and their families. The position supports delivery of high quality residential and therapeutic services while ensuring continuity of care for clients.
ESSENTIAL FUNCTIONS:
- Design, document, and implement program policies and procedures consistent with Huckleberry Youth Programs’ mission and values. Maintain a complete program procedure manual that is updated annually.
- Ensure that the shelter program is in compliance with Community Care Licensing and City and County requirements for shelters.
- Specify staff positions, organization and schedules. Responsible for the hiring and training of new staff. In conjunction with Residential Manager ensure that there is adequate staff coverage for 24 hour a day operation.
- Supervise program staff, this includes: Residential Manager, Case Managers, Residential Counselors, therapists, and interns. Supervision includes: weekly supervision meetings with staff, ongoing training and professional development for staff, and ongoing support and coaching.
- Establish and maintain effective relations with referral agencies, ensuring adequate referrals.
- Design and implement an ongoing effective outreach plan for youth, parents, Community Based Organizations, schools, law enforcement, probation, Department of Public Health, and Child Welfare.
- Develop and propose a program budget in conjunction with the agency Finance Director and Director of Health and Safety.
- Assist in the preparation of proposals for ongoing, new or expanded funding in conjunction with Development staff and the Director of Health and Safety.
- Manage program expenditures in accord with approved budgets. Ensure that the Finance Department receives required documentation on expenditures.
- Monitor all contracts attached to Huckleberry House and ensure appropriate progress towards meeting goals.
- Report on program accomplishments and effectiveness as required by agency funding sources.
- Assist with the maintenance of program facilities and equipment.
- Assist in agency management through consideration and preparation of agency plans and policies, and consistently serve as the principal communication link between the program and other units and individuals with the agency. Actively strive to connect and integrate the program and its staff with the activities of other programs and staff within the agency.
- Participate in and provide leadership to assigned community groups involved in planning, advocacy, and funding activities which affect the program and its clientele, as directed by the Director of Health and Safety. Attend community meetings as directed by Director of Health and Safety.
- Participate in the agency management meetings: XMT and San Francisco Management. Attend agency All Hands meetings. Attend and assist in the facilitation of program meetings: weekly staff meeting and staff supervisions, and daily client reviews. Participate in weekly supervision meeting with the Director of Health and Safety.
- Participate in “on call” back up pool for shelter program, which can include responding to consultation calls, emergency situations, and coverage of shifts.
- Other duties as assigned.

SUPERVISORY RESPONSIBILITIES:
This position supervises Psychotherapists, Residential Counselors, Case Managers, Residential Manager and interns.
WORK ENVIRONMENT:
This position operates at HYP’s Huckleberry House. Huckleberry House is located in San Francisco and is accessible by public transportation.
REQUIRED EDUCATION AND EXPERIENCE:
1. BA in related field or equivalent additional years of experience working with youth.
2. Strong program and personnel management experience is a must.
3. Minimum of four (4) years experience working with high-risk adolescents and diverse communities.
4. Minimum of three (3) years experience with staff development, supervision, program development, crisis intervention services.
5. Within six months of hire, must pass the State of California Community Care Licensing Group Home Administrator Certification Program.
PREFERRED EDUCATION AND EXPERIENCE:
1. Experience working and managing in a residential facility, particularly for adolescents.
2. Bilingual in Spanish or Cantonese or Mandarin
3. Experience in implementing a harm reduction and client-centered framework with youth
4. Experience in writing grant proposals and other funding applications.
SECURITY CLEARANCE:
1. Must pass DOJ/FBI background check. Due to our requirements with licensing, candidates with backgrounds including items on the non-exemptible crime list will not be eligible for employment at this time.
OTHER REQUIREMENTS:
1. Must provide recent TB clearance
2. Must pass health screening
3. All staff working at the shelter must be vaccinated for COVID-19. We will consider accommodations for disability- and religious-based reasons.
