Metro is seeking to fill a Manager, Strategy and Policy position in the Office of Strategy and Policy. Metro is looking for an exceptional candidate committed to public service for this senior-level role leading strategy and policy development and the delivery of initiatives to improve transit in the nation¿s capital. The position offers opportunities to develop practical solutions to make Metro better for customers, lead high priority projects, advise senior leaders, and work closely with colleagues across multiple departments in support of Metro¿s strategic plan, Your Metro, The Way Forward. The right candidate is a strategic thinker and problem solver, has excellent written and oral communication skills, and is enthusiastic about collaboration.

MINIMUM QUALIFICATIONS

Education

  • A Bachelor¿s degree in Arts and Sciences, Engineering, Public Administration, Business Administration, or related fields

Experience

  • A minimum of six (6) years of demonstrated experience performing data analysis, including complex statistical and budgetary analysis, Policy Analysis, Business Analysis, Operational Improvements, or Initiative Delivery related work activities.
    • Relevant graduate education can count towards two (2) years of work experience.
    • Experience must include a minimum of three (3) years of demonstrated experience managing projects or initiatives

Certification/Licensure

  • N/A

Preferred

  • Master¿s degree in Arts and Sciences, Public Administration, Business Administration, Public Administration, Planning, Public Policy or related fields

SUMMARY

The Manager Strategy and Policy leads the implementation of, and/or supports high-profile initiatives to improve agency economic efficiency, service quality and overall performance aligned with the vision, strategy and goals of the Authority. Duties include but are not limited to, identifying and scoping key business challenges across the organization, managing and coordinating strategic projects, building relationships across departments to facilitate collaboration, gathering and analyzing quantitative and qualitative data to identify business process improvement opportunities, supporting and monitoring the implementation of recommendations, and communicating this process and the findings across the organization.

ESSENTIAL FUNCTIONS

  • Leads the design, management, coordination and control of major agency business improvement projects to deliver economic efficiencies, and improve productivity, safety and performance.
  • Combines strategic thinking with hands-on practicality to develop and implement operational strategies that advance opportunities and address Metro's most critical problems.
  • Designs, conducts and coordinates advanced data analysis and presents findings and recommendations to direct Metro¿s response to critical operational and administrative problems, including but not limited to the following: budgetary analyses, reviews of work systems and procedures, development of performance standards and measures, workflow and economic analysis, productivity analysis, inventory planning, contract management, and organizational configuration management.
  • Oversees and manages the department¿s strategic approach to data analysis balancing the need for projects to be data-driven and evidence-based alongside the business need to deliver results in a timely manner that impacts performance and delivery.
  • Proactively examines existing internal operational and administrative processes to identify opportunities for improvement across the Authority.
  • Advances Metro¿s strategic plan by identifying and developing aligned concepts and policies and conducting detailed analysis (including consideration of alternatives) to support potential Board consideration.
  • Builds collaborative partnerships with internal and external partners to enhance the capacity and capabilities of the Authority¿s department to identify and deliver innovative solutions to critical business problems.
  • Conducts confidential labor relations, future financial planning, and concept development analysis for collective bargaining discussions concerning work rules, benefits, and related topics and participates in briefings and negotiations with union leadership and representatives as key support staff to the senior management team.
  • Produces analytical reports and fact-based recommendations and prioritizes critical issues and information for the senior executive team to facilitate and inform decision-making.
  • Builds and manages multiple agile teams comprising external internship candidates, colleagues from departments being supported on projects, and other external personnel or personnel from across the Authority based on the skill requirements of specific projects, including but not limited to engineers, analysts, technicians, and inspectors to create high-performing cross-functional teams that deliver value.
  • Mentors and fosters the professional development of team members.
  • Participates in the development of strategic goals, methods and action plans to include measurable, data-driven objectives, fixed responsibilities, and established timelines. Monitors, evaluates and recommends changes in the plan when appropriate.
  • Contributes to and supports the establishment of effective operating policies, procedures, rules and regulations.
