About the Position
The Regulatory Affairs Analyst/Manager position is located in the Sacramento Office. The Regulatory Affairs Analyst/Manager is an exempt full-time, in-person position with a 40-hour per week schedule, which includes benefits. The normal schedule is Monday through Friday from 8am to 5pm. The Regulatory Affairs Analyst/Manager has the task of enabling the industry to be constructively engaged in the regulatory issues of significance at the local, state, national and international levels.
There will be close cross-departmental coordination and frequent communication with the VP of Public Policy and President of the Commission. The position will be based in Sacramento with regular visits to the primary office located in Watsonville and other production districts throughout California. Travel will also be required to Washington D.C. or other areas needed that may impact industry issues.
This position requires the ability to perform essential in-person activities, with the appropriate safeguards, including vaccination(s), in accordance with Title VI, the ADA, EEOC guidance and FEHA.
Duties/Responsibilities
1) Effectively identify and explain current and emerging regulatory, procedures, and policy issues that could, positively or negatively impact the viability of production, shipping, and processing of California’s strawberry industry.
2) Research and recommend policy positions to the Public Policy Committee and the Board.
3) Develop data needed to support regulatory and policy positions.
4) Ensure adequate compliance with regulations.
5) Provide correct and accurate technical review of data or reports.
6) Compile data necessary to consider and effectively evaluate regulatory and policy issues that impact strawberry production, processing, and shipping/trade markets.
7) Analyze and evaluate laws and regulations that apply to the process of determining the impact on production.
8) Participate in regulatory issue related meetings, hearings, conference calls and events as needed.
9) Examine, identify, and interpret relevant regulatory guidelines.
10) Develop charts, graphs, trends, and data on economic impacts to strawberry and agricultural production.
11) Coordinate meetings, industry tours, communication, and follow-up for the Public Policy Committee and or with policymakers.
12) Ascertain the maintenance of appropriate records and reference materials for supporting policy positions.
13) Assist with the development of strategies and tactics to accomplish supportive policy positions.
14) Write timely regulatory and legislative updates, newsletter articles, blogs, etc.
15) Prepare issue papers, comment letters, and provide public testimony as needed.
16) Develop and maintain communication with key personnel in (federal and state) environmental, agricultural, and other related government regulatory agencies regarding compliance requirements, potential regulatory pathways, clarifications, pre-submission strategies, and follow-up.
17) Coordinate efforts that are related to the preparation of regulatory documents or submissions.
18) Compile and oversee the maintenance of regulatory documentation databases or systems.
19) Identify potential state and federal funding sources that support California Strawberry production.
20) Prepare and present to community leaders, stakeholders and policymakers on California Strawberry issues as needed.
21) Develop, maintain, and update regulatory industry programs and plans as needed.
Professional Experience/Qualifications
- The ideal candidate will have experience in both state and federal legislative and or regulatory policy issues. A bachelor’s degree in agriculture, Biological Sciences, Toxicology, or Political Science is preferred but not a requirement.
- Good time management skills and must be able to work effectively in a fast-paced environment where timelines and protocols are met.
- Excellent organizational and project management skills to coordinate projects and activities.
- Competency using a computer with proficiency and familiarity with Microsoft Office (365), databases or other information management tools.
- Well-developed analytical skills and detail oriented.
- Excellent written, communication, and interpersonal skills.
- Must be authorized to work in the United States.
- Valid CA Driver’s License.
