Salary: $75,000 - $80,000 commensurate with experience 

Reports to: Welcome Corps Director

About Private Sponsorship for Refugees  

The Department of State, Bureau of Population, Refugees, and Migration (PRM) launched Welcome Corps, a Private Sponsorship of Refugees (PSR) program in January 2023 as part of the Administration’s efforts to expand community sponsorship in refugee resettlement. Community Sponsorship Hub and its consortium develop and implement the infrastructure to welcome and support thousands of refugees by equipping lawful permanent residents and citizens to welcome newcomers and experience the benefits of resettlement firsthand. The program allows Americans to consistently engage in sponsorship and meaningfully enhance integration outcomes for refugees. The PSR pilot program builds on previous successes in community sponsorship programs to expand resettlement capacity in the United States and diversify welcoming communities, bringing new perspectives, and increasing opportunities to take part in resettlement.   

 

Position Overview 

The Program Officer, Program Integrity plays a key role in overseeing program integrity, including fraud prevention procedures and activities for the Welcome Corps program and other related programs under Community Sponsorship Hub. This new position works with CSH leadership, program staff, and PRM stakeholders to co-develop and implement fraud prevention and mitigation measures, as well as to perform essential monitoring and risk assessment activities as required by PRM.  

The Program Officer drafts standard operating procedures and works across the organization and Welcome Corps Consortium to integrate and ensure proper adherence of guidelines in all aspects of program operations, inclusive of direct sponsor and beneficiary communications, and communication materials and resources. This position will also perform awareness training and risk assessments, conduct case analysis and follow-up, review registration documentation, and create reports and guidance documentation. This position requires exceptional analytical skills and coordination skills and will work closely with PRM to perform this work.  

 

Key Responsibilities 

include but are not limited to: 

  • Standardize and socialize program integrity practices across Welcome Corps and related programs and identify gaps where possible. 
  • Develop a strategy to ensure fraud prevention and integrity is included and considered across all programmatic and operational areas 
  • Work closely with PRM to develop and implement anti-fraud activities, resources, and guidance for all aspects of programming.  
  • Perform monitoring and risk assessments of Welcome Corps email accounts and applications in draft and under review by the CSH processing team; perform fraud mitigation and inform PRM and staff of any integrity flags.  
  • Create new monitoring practices and systems.  
  • Develop and evolve a strong organizational culture surrounding program integrity principles within CSH and the Welcome Corps consortium, private sponsor organizations, and other related partners.  
  • Regularly review and interpret guidance from PRM, inclusive of regulations and policies, and communicate to program staff and processing team.  
  • Conduct fraud prevention and mitigation training with program staff, Welcome Corps Consortium partners, and private sponsor groups and other Welcome Corps partners.  
  • Develop communications and other resources to support program integrity efforts.  
  • Prepare reports detailing program activities, outcomes, and recommendations to CSH leadership and PRM.  

 

Qualifications 

  • Bachelor's degree, preferably with a concentration in business administration, criminal justice, or organizational management.    
  • 5+ years of experience performing risk management and analysis, developing policies and procedures, and project management.  
  • Knowledge of refugee resettlement and migration issues preferred
  • Experience with U.S. Department of State, U.S. Department of Homeland Security, or other government agencies' fraud prevention and integrity teams strongly preferred
  • Strong written and verbal communication skills with the ability to communicate effectively with diverse community groups and partners in a timely manner
  • Strong computer skills, including Excel and database platforms such as Salesforce
  • Exceptional analytical skills and detail orientated
  • Ability to multi-task, prioritize, and follow through to effectively manage work and meet multiple deadlines.
  • Ability to work independently and part of a team in a fast-paced environment.
