Duties

Summary

This position is located with the Office of the Secretary of Interior, Deputy Assistant Secretary-Management in Washington, District of Columbia. This position serves as a Senior Policy Advisor to the Deputy Assistant Secretary Management (DASM) and is an advisor in policy determining issues and related matters of a confidential and administrative support nature.

Responsibilities

Develops strategies on sensitive and controversial issues and serves in a confidential advisory capacity on organizational and internal matters of importance to the DASM.

Implements the DASM priorities for the Indian Affairs by providing leadership and guidance to the program Directors and senior staff concerning the DASM?s implementation schedule and program development.

Works with Departmental program and staff officials to assure that projects assigned are coordinated to meet the supervisor's objectives and are ready for action or endorsement by the supervisor.

Participates in meetings called for the purpose of briefing key officials when assignments will require coordination between two or more program offices.

Keeps the supervisor informed of day-to-day activities that may develop into problems of a controversial or sensitive nature. Conducts the necessary research and fully informs the supervisor of all facts required for consideration.

Works with the top leadership staff of the Indian Affairs organization. Resolves and implements a variety of special projects which may be highly sensitive, confidential and of national importance. Completes in-depth analysis of issues .

Follows legislative matters of interest to the Indian Affairs organization and programs to keep the supervisor informed of their status and progress. Recommends policy alternatives to be incorporated as needed.

Produces briefings, decision memorandum and background papers on a wide variety of issues, problems and matters.

Serves as special projects officer, and is responsible for the coordination and planning of special projects and events for the Indian Affairs organization.

Qualifications

GS-14: To qualify for the GS-14 level, all applicants must possess at least one full year of specialized experience equivalent to at least the next lower grade level GS-13 or equivalent which includes all of the following: Experience in and knowledge of laws and regulations governing Indian Affairs; experience in and knowledge of Federal court and administrative adjudicatory processes; analyzing proposed legislation and evaluate the impact such legislation may have on one's organization; performing in-depth analysis of a variety of program issues to recommend solutions; developing and delivering verbal presentations to high level officials on sensitive or controversial topics; providing technical guidance to others on programs and assignments; and experience communicating with a wide variety of individuals at all levels of an organization.
