The Hennepin County Elections department is responsible for the administration and supervision of all federal, state, and local elections in the county and the 800,000 registered voters. The department is hiring a Communications Election Specialist to manage communications and development of resources for community and local election partners and voters with the goal of educating residents on voter registration, upcoming elections and ensuring voters are prepared to cast their ballot on election day.

Location and hours:
This position is hybrid and will be performed on-site at 625 4th Avenue South, Minneapolis, MN 55415, in the community, and remote as job duties require. Work hours will be Monday through Friday, between 8 a.m. – 4:30 p.m. and are subject to change based on business need. While these positions are designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

In these positions, you will:
  • Develop and implement voter outreach and engagement program initiatives for the department to increase voter registration and reduce disparities in voting access among county residents.
  • Plan and coordinate voter outreach events focusing on communities with lower voter engagement, providing accurate election information and building trust.
  • Manage communications projects to engage voters through paid media campaigns, graphic design, and video production.
  • Plan, develop, and publish social media content to engage voters.
  • Maintain and expand collaborative internal and external partnerships supporting voter engagement work.
  • Develop and implement specialized training for community partners and internal and external partners across the county and state.
  • Develop resources and outreach materials including handouts, media toolkits, social media pages and newsletter content.
  • Provide supervision and work direction to seasonal staff.

Need to have:
  • One of the following:
    • Six or more years of experience in general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position.
      • Note: General administrative work is defined as the administration and/or management of programs, policies, and/or budgets.
    • Bachelor's degree or higher in public administration, business administration, or other field appropriate to the position and two or more years of experience in general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position.

  • Experience:
    • Providing outreach to diverse communities.
    • Administering elections in Minnesota.
    • Leading or supporting voter engagement programs.
    • Communicating technical information to internal and external partners.
    • Creating content for publication (i.e., brochures, presentations, reports, websites).
    • In racial, gender, LGBTQIA+, neurodiversity or differing ability equity.
    • Using Adobe Creative Cloud Suite, Microsoft Office Suite, SiteCore, SharePoint, Workfront and/or GovDelivery.
  • Knowledge of election statutes, rules, department policy and procedures.
  • Ability to:
    • Read and interpret Minnesota election law and Minnesota election rules.
    • Handle complex and detailed tasks in a fast-paced environment.
    • Work collaboratively with a diverse group of team members, including internal and external partners.
    • Anticipate potential challenges and risks and generate solutions.
    • Provide non-partisan, impartial and excellent customer service.

About the department:
Hennepin County Elections works with partners at the federal, state, and local level to provide voting services to over one million eligible county residents in over 400 polling places throughout the county. Program areas include voter registration, absentee voting, voter education and engagement, local election clerk training, voting technology, election day operations, results reporting and certification, recounts and audits, candidate filing, campaign finance reporting, violation investigations, and elections data stewardship.
