JOB SUMMARY:
The Civil Service Employees Association (CSEA) is seeking a Legislative Representative. The Legislative Representative is responsible for maintaining a legislative and regulatory portfolio to advance the interests of CSEA within New York State. The individual will report to the Legislative Director and will work with colleagues across CSEA. Successful applicants for this position must have extremely strong written and oral communication skills as well as strong decision-making abilities. Previous experience with a labor union, the New York State Executive branch or Legislature is preferred but not required. This position is based in Albany, New York.
RESPONSIBILITIES:
The Legislative Representative will:
1. Lobby the Executive branch and members and staff of the State Assembly and Senate on issues of interest and importance to CSEA.
2. Attend legislative committee meetings and make themselves accessible to the Executive’s office, legislature, as well as staff, for information and research purposes.
3. Draft legislative proposals for introduction.
4. Review and take necessary action on committee agendas and legislative calendars.
5. Monitors the progress of legislation and draft memoranda on legislative issues of union significance in a timely manner.
6. Represent CSEA at various public meetings, legislative hearings, and regulatory agency meetings.
7. Cultivate and maintain relationships with key political leaders, state officials and staff.
8. Build relationships and attend meetings/events with organizations and associations aligned with CSEA’s policy and regulatory interests.
9. Assists in the coordination of lobby days, letter campaigns and other efforts designed to enhance the possibility of a successful legislative program.
10. Analyze and assess state and local policy trends
11. Networks with other departments of CSEA for positions and research on specific items of legislation.
12. Guide and direct legislative interns.
13. Participates in planning and conducting member education and trainings.
14. Perform other duties as assigned.
PROFESSIONAL EXPERIENCE & QUALIFICATIONS
• Four-year college degree
• Knowledge and interest of the political process and functions in government
• At least 3 years of governmental and/or political affairs experience
• Ability to function independently
• Strong written and verbal communication skills
• Willing and able to travel as needed
STARTING SALARY:$75,123
