Position Summary:
We are seeking a well-informed Senior Manager for Policy to create, evaluate and implement policies that are within the portfolio of Universal Services including: Information Technology (IT), Fleet, Records Management, Broadband and the Harris County's 311 Call Center. Responsibilities will include:
  • Reviewing existing policies.
  • Determining whether the policies align with Harris County's goals.
  • Suggesting improvements.
  • Consulting external stakeholders.

Possess specialized knowledge and a firm grasp of the operational considerations related to policy development and provide direction and advice that ultimately contribute to positive organizational changes within Harris County.

What You'll Be Doing:
  • Serve as principal policy advisor to the Executive Director of Universal Services/Chief Information Officer to shape the short and long term Universal Services portfolio-related policy vision for Harris County Government.
  • Oversee the implementation of key county-wide policy initiatives and programs under the purview of Universal Services by working with precinct leadership and staff, department directors, and department staff
  • Reviews federal and state legislation from the County legislative office and consolidates recommendations for Universal Services.
  • Creation of efficient and friendly business work flow processes
  • Other duties as assigned

Requirements

Education:
  • Bachelor's degree from an accredited college or university
Experience:
  • Minimum seven (7) years of experience in relevant positions with increasing responsibility. (Master’s degree will be accepted for two (2) years of experience)
  • Experience in preparing reports and presenting findings
  • Advanced knowledge of conventions and standards in policy writing
  • Ability to collaborate with internal and external stakeholders
Knowledge, Skills, and Abilities:
  • Experience managing multiple competing projects and deadlines
  • Must possess excellent interpersonal and written/oral communication skills
  • The ability to interact with staff at all levels
  • Strong knowledge of personal computers and software, specifically Microsoft Office

Automatic Disqualification:

  • Open arrest for any criminal offense (Felony or Misdemeanor)

General Information

Work Hours:
  • Typically, Monday-Friday, 8:00 am to 5:00 pm.
  • Schedule is flexible based on the need of the business
Work Arrangement:
  • Onsite first 90 days of employment.
  • Post 90 days of employment schedule will move to hybrid with 1 work from home day per week
