The Data Center Coalition (DCC) is the membership association for the data center industry, empowering and championing the data center community through public policy advocacy, thought leadership, stakeholder outreach, and community engagement.

About the Role and Opportunity

The Energy Policy Manager will support DCC’s energy policy and regulatory engagement efforts. This position will work directly with DCC members to identify, organize, and build consensus around key energy policy issues. They will advocate for the organization’s energy policy priorities, ensure that members have awareness of key developments and opportunities, and provide written reports and updates for DCC members. They will report to DCC’s Vice President of Energy and work collaboratively and regularly with the entire DCC team.


This is a fully remote position with occasional travel (up to 15%) to engage DCC members and support DCC’s participation in regulatory proceedings, stakeholder meetings, and energy industry conferences and events. 


Responsibilities


  • Research, identify, and track current and emerging energy policy and regulatory issues.
  • Engage with DCC members to identify and prioritize issues and engagement opportunities.
  • Draft letters, public comments, and testimony on behalf of DCC and its members, as necessary.
  • Synthesize member input to present a strong industry voice on energy policy matters.
  • Organize and run meetings, work groups, and initiatives related to DCC’s energy policy priorities, including meeting agenda development and execution.
  • Work collaboratively with consultants, as needed, in support of DCC’s energy policy priorities.
  • Provide regular briefings and reporting to members on important energy policy issues, developments, and initiatives.
  • Support DCC’s in-person participation at utility regulatory proceedings, stakeholder meetings, and energy industry conferences and events, as needed.
  • Draft position statements and external-facing documents, prepare slide decks and talking points for internal and external meetings, and manage briefings for members, partners, and external stakeholders.
  • Other tasks as assigned. This position’s duties may evolve over time as the needs of the organization change.


Basic Qualifications:


  • 5+ years of experience in advancing key energy policy and regulatory initiatives. 
  • Experience in and a deep understanding of the utility industry, RTOs/ISOs, and energy regulatory processes.
  • Ability to effectively represent DCC and its members before utilities, regulators, policymakers, and other key stakeholders. 
  • Strong strategic planning, analytical, and communication skills (oral and written).
  • A member-services mindset and an aptitude for building and maintaining relationships with energy subject matter experts and executives from DCC member companies.
  • The ability to work both independently and collaboratively as part of a team and capable of balancing multiple projects and/or policy issues at a time.
  • Proven ability to manage competing projects and deadlines.
  • High degree of professionalism and attention to detail.
  • Strong interpersonal skills, ability to liaise with internal and external personnel.
  • Tact and diplomacy, with the ability to maintain confidentiality, professionalism, composure, and discretion.


Preferred Qualifications


  • BA/BS degree.
  • Solid understanding of state and federal energy policies that can impact the data center industry. 
  • Experience with state utility regulatory proceedings (i.e. drafting comments, petitions, and/or testimony) and related stakeholder processes.
  • Familiarity with the energy policy landscape in one or more key data center markets (such as Arizona, California, Georgia, Illinois, Ohio, Texas, or Virginia) is considered a plus.

  • This is a virtual position with the ability to work from a home office. DCC may provide office space at a co-working or shared office facility if preferred.
  • Travel (up to 15%) may be required.
  • Must be eligible to work in the United States.
  • Salary negotiable and commensurate with experience.
