California Hydrogen Business Council (CHBC) is the largest and longest-established hydrogen trade association in the country. We represent all sectors of the Hydrogen economy, from production to end use, and are comprised of 120 companies, agencies, and organizations involved in the business of hydrogen. CHBC seeks proposals from lobbying firms for the following proposed scope of advocacy and consulting services in California:


Legislative services:


  • Provide monitoring, notification, advocacy, and updates on CHBC legislative and budgetary priorities including hydrogen infrastructure and production, vehicle incentives, and power generation consistent with an annual workplan to be developed by CHBC staff.
  • Assist with CHBC-sponsored legislation, including strategic counsel, advocacy with members of the legislature and staff, and engagement with other organizations and relevant Administration officials to build support and counter opposition. 
  • Secure meetings and speaker commitments with legislators, regulators, or staff for priorities and events, including strategy-setting around messaging and materials. 
  • Notify CHBC of policymaker committee membership or changes on a timely basis.
  • Deliver regular updates to CHBC policy committees.
  • Provide CHBC with weekly legislative reports.
  • File quarterly FPPC reports.
  • Assist in the development of a stand-alone CHBC Political Action Committee, including strategic advice on its deployment of funds once activated and assist with choosing a law firm to set it up.
  • Assist with design and execution of CHBC Annual Lobby Day, including agenda, format, and outreach to Administration and Legislative members and staff to secure meetings. Attendance in highest strategic value meetings on Lobby Day.
  • Assist with design and execution of Swing Space Lunch and Learns for legislative staff and webinar briefings on issues relevant to legislative advocacy.


Administrative engagement:


  • Monitor and provide counsel and advocacy on strategic priorities at the regulatory level for hydrogen and fuel cell-related proceedings and implementation of hydrogen and fuel cell-related legislation at the California Energy Commission and California Air Resources Board. Specific proceedings and initiatives to engage in will be identified consistent with the annual workplan to be developed by CHBC staff.
  • Facilitate CHBC relationships with the Governor’s Swing Space inner circle and staff who lead on hydrogen issues.
  • Monitor CPUC proceedings relevant to CHBC members, develop and file CPUC comments in proceedings, and submit ex parte notice filings as necessary.


Firms may submit bids for a portion or all of these services; firms competing for both legislative and administrative services are encouraged to break down what each component costs.
