Executive Director
The Commission on Electric Utility Regulation (CEUR) is recruiting for an Executive Director in Richmond, VA. CEUR is a legislative commission established in § 30-201 of the Code of Virginia by the Virginia General Assembly focusing on the aggregate annual new construction and development of new utility-owned and utility-operated generating facilities utilizing energy derived from sunlight; the integration of utility-owned renewable electric generation resources with the utility’s electric distribution grid; the aggregate additional utility-owned and utility-operated generating facilities utilizing energy derived from sunlight placed in operation since July 1, 2018; the need for additional generation of electricity utilizing energy derived from sunlight in order to meet the objective of the General Assembly on or before July 1, 2028; and the aggregate annual new construction or purchase of energy storage facilities. The CEUR is charged with monitoring the State Corporation Commission’s implementation of the Virginia Electric Utility Regulation Act (§ 56-576 et seq. of the Code of Virginia) and overseeing the issuance of ratepayer impact statements for electric utility regulation pursuant to § 30-205.1 of the Code of Virginia. The Executive Director works closely with CEUR legislative members and leads the CEUR staff of up to five professionals to fulfill these responsibilities.
A preferred candidate will have an advanced degree in public policy, electrical engineering, political science, sociology, economics, social work, or a related field; at least five years of experience as an electric utility policy analyst or researcher within state government; at least four years of management and leadership experience; and knowledge of quantitative and qualitative research methods, experience using statistical software, and an ability to use online or large databases.

Salary Range: $120,000 -$140,000 annually
