SALARY RANGE/GRADE: Excepted Service ES10, ($127,957 to $191,934)

Domicile Requirement


District law requires that each new appointee to the Excepted and Executive Service either: (1) be domiciled in the District of Columbia at the time of appointment; or (2) establish District domicile within one hundred eighty (180) days of appointment. The law also requires that Excepted and Executive Service employees maintain District domicile during the period of the appointment. Failure to maintain District domicile during the period of the appointment will result in forfeiture of employment.


This position is located in the District of Columbia, the Criminal Justice Coordinating Council (CJCC). The CJCC was established in 2001 in order to ensure effective cooperation and coordination among the major criminal justice agencies that operate in the District of Columbia. The member agencies are the Executive Office of the Mayor, the D.C. Superior Court, the D.C. Council, the Attorney General for the District of Columbia, the U.S. Attorney’s Office, the D.C Public Defender Service, the Metropolitan Police Department, the Pretrial Services Agency for the District of Columbia, the Court Services and Offender Supervision Agency, the D.C. Department of Corrections, the Department of Youth Rehabilitation Services, the Federal Bureau of Prisons, the U.S. Parole Commission, and the Office of Victim Services and Justice Grants.


The mission of the CJCC is to serve as the District’s forum for identifying issues and their solutions, proposing actions, and facilitating cooperation that will improve public safety and the related criminal and juvenile justice services for District of Columbia residents, visitors, victims, and justice-involved individuals.


The incumbent is responsible for functioning as the Executive Director of the CJCC and will perform all duties arising from that position. The incumbent serves at the pleasure of the Mayor of the District of Columbia.

  • Responds to direction and priorities established by the member agencies. Priorities may be general and stated broadly (e.g., creative collaboration, development of policy and program recommendations, issue identification and resolution). The Executive Director exercises independent judgment, creativity, and innovation to interpret and execute the intent of the member agencies.
  • Facilitates dialogue among justice system leaders and stakeholders to identify, develop, and implement, as appropriate, strategic action plans that align with system-wide priorities established by CJCC members.
  • Independently plans, designs, and implements system-wide programs, special projects, studies, and other activities as required to address the priorities established by the member agencies.
  • Oversees the District’s integrated information sharing systems: the Justice Information System (JUSTIS), and the Justice Statistical Analysis Tool (JSAT).
  • Authors and commissions management surveys, audits, and reports, and provides authoritative advisory services tooperating or management officials for CJCC interagency information technology, research, and policy-related committees.
  • Provides testimony before the D.C. Council and Congressional committees on agency-related performance and system-wide issues.
  • Manages a team of information technology, research, policy, and administrative professionals.

Technical And Professional Requirements

  • College degree required; graduate (criminal justice management or other relevant field) or law degree preferred.
  • Minimum of eight years of management experience in a local, state, or Federal criminal justice environment with progressively increasing levels of responsibility; experience managing in both the public and private sectors is preferred.
  • Knowledge of the operation and functioning of state and local criminal and juvenile justice systems. Experience in the District of Columbia’s criminal justice system is preferred.
  • Demonstrated experience working with multidisciplinary agencies or groups effectively to build consensus. Ability to represent an organization before legislative bodies and the media.
  • Skill in budget development, implementation, review, and monitoring practices.
  • Ability to solicit and develop grant proposals and to perform functions related to the administration of grants.
  • Ability to prepare and deliver oral and written reports, briefings, and other communication on complex matters of a programmatic, technical, and/or administrative nature.
  • Strong writing skills.
  • Strong oral and interpersonal communication skills.
